THE SUTTON (ON-STREET PARKING PLACES) (BELMONT CONTROLLED PARKING ZONE) (No 5) ORDER 2005
RELATING TO THE PROPOSED BELMONT CONTROLLED PARKING ZONE

1. Notice is hereby given that the Council of the London Borough of Sutton made the above-mentioned Orders on 5 September 2005 under sections 6, 45, 46, 47 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The principal objective of the Orders is to regulate existing on-street parking demand, thereby improving local conditions for residents and improving road safety. 3. The general effect of The Sutton (Waiting and Loading Restriction) (No 22) (Amendment No 4) Order 2005 will be to: (a) introduce waiting restrictions “no waiting at any time” for the lengths of street set out in Schedule 1 to this notice; (b) introduce waiting restrictions “no waiting between 8.00 am and 6.30 pm on Mondays to Fridays inclusive” for the lengths of street set out in Schedule 2 to this notice; (c) redefine the existing waiting restrictions “no waiting at any time” to “no waiting between 8.00 am and 6.30 pm on Mondays to Fridays inclusive” for the length of street set out in Schedule 3 to this notice; and (d) introduce loading restrictions “no loading/unloading at any time” for the length of street set out in Schedule 4 to this notice. 4. The general effect of The Sutton (On-Street Parking Places) (Belmont Controlled Parking Zone) (No 5) Order 2005 will be to provide permit parking bays for use between 8.00 am and 6.30 pm on Mondays to Fridays inclusive in the roads specified in Schedule 5 to this notice. The number in brackets after the road name indicates the approximate total number of vehicles which may be accommodated within the parking bays in that road. 5. Copies of the Orders which will come into operation on 10 October 2005, the Council’s statement of reasons for making the Orders and plans showing the locations and effects of the Orders may be examined at: Civic Offices, St Nicholas Way, Sutton, between 9.00 am to 5.00 pm, Monday to Friday; Environment and Leisure, 24 Denmark Road, Carshalton, between 9.00 am to 1.00 pm, Monday, Wednesday and Friday; and l.00 pm to 4.00 pm, Tuesday and Thursday. 6. If any person wishes to question the validity of these Orders or any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any Instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court. Schedule 1 (introduce waiting restrictions “no waiting at any time”) Banstead Road South: the north-east side, from a point 15 metres north-east of the north-eastern kerbline of Furzedown Road to a point 15 metres south-west of the south-western kerbline of Furzedown Road. Brighton Road, Belmont: the east and south-east side, from a point 10 metres north-east of the north-eastern kerbline of Pelton Avenue to a point 14.33 metres south-west of the south-western kerbline of Pelton Avenue. Commonside Close: from its junction with Downs Road to a point 10.5 metres south-west of that junction. Downs Road (a) the north-east side (i) from its junction with Brighton Road to a point 59 metres south-east of that junction; (ii) from a point 8 metres north-west of the north-western kerb-line of the access road to the Royal Marsden hospital to a point 14.5 metres south-east of the south-eastern kerbline of that access road; (b) the south-west side, from its junction with Brighton Road to its junction with Sutton Lane. Furzedown Road (a) the south-east and south-west side (i) from the north-eastern kerbline of Downs Road to a point 1.5 metres north-west of the common boundary of Nos 53 and 55 Furzedown Road; (ii) from a point 5.8 metres north-west of the common boundary of Nos 33 and 35 Furzedown Road to a point 3.5 metres south-west of a point opposite the common boundary Nos 42 and 44 Furzedown Road; (iii) from a point 21 metres north-east of the common boundary of Nos 11 and 13 Furzedown Road to a point 7 metres west of the common boundary of Nos 9 and 11 Furzedown Road; (iv) from the north-western kerbline of Banstead Road South to a point 14 metres north-west of that kerbline; (b) the north-east and north-west side (i) from the north-eastern kerbline of Downs Road to a point 2 metres north-west of the common boundary of Nos 66 and 68 Furzedown Road; (ii) from a point 5 metres south-east of the common boundary of Nos 48 and 50 Furzedown Road to a point 6 metres north-east of the common boundary of Nos 42 and 44 Furzedown Road; (iii) from a point 6 metres north-east of the common boundary of Nos 18 and 20 Furzedown Road to a point 6 metres east of the common boundary of Nos 8 and 10 Furzedown Road; (iv) from the north-western kerbline of Banstead Road South to a point 16 metres north-west of that kerbline. Pelton Avenue (a) the north-east side, from the south-eastern kerbline of Brighton Road to a point 10 metres south-east of that kerbline; (b) the south-west side, from the south-eastern kerbline of Brighton. Road to a point 20 metres south-east of that kerbline. Schedule 2 (introduce waiting restrictions “no waiting between 8.00 am and 6.30 pm on Mondays to Fridays inclusive”) Baron Close: from a point 10 metres west of the western kerbline of Cotswold Road to the western extremity of Baron Close and around the full extent of the hammerhead. Bicknoller Close (a) the east west arm (i) the north side, from a point 11 metres east of the eastern kerbline of Cotswold Road to the western kerbline of the north-south arm of Bicknoller Close; (ii) the south side, from a point 9 metres east of the eastern kerbline of Cotswold Road to the western kerb-line of the north-south arm of Bicknoller Close; (b) the north south arm. Clifton Avenue: from a point 10 metres north-east of the north-eastern kerbline of Downs Road to the north-eastern extremity of Clifton Avenue. Commonside Close: from a point 10.5 metres south-west of its junction with Downs Road south-westwards to the extents of the public highway. Cotswold Road (a) the east side (i) from a point 58 metres south of the southern kerbline of the access road to Sutton Hospital to a point 32 metres south of the southern boundary of No 13 Cotswold Road; (ii)  from a point 31 metres north of the northern flank wall of No 2 a Cotswold Road to a point 2 metres south of a point opposite the party wall of Nos 2 d and 2 e Cotswold Road; (b) the west side (i) from a point 10 metres south of the southern kerbline of Baron Close to a point 10 metres north of the northern kerbline of Pelton Avenue; (ii) from a point 10 metres south of the southern kerbline of Pelton Avenue to a point 30 metres north of the north-eastern kerbline of Downs Road. Downs Road: the north-east side (a) from a point 59 metres south-east of its junction with Brighton Road to a point 14.5 metres north-west of the western kerbline of Cotswold Road; (b) from a point 16.5 metres south-east of the eastern kerbline of Cotswold Road to a point 10 metres north-west of the north-western kerbline of Clifton Avenue; (c) from a point 10 metres south-east of the south-eastern kerbline of Clifton Avenue to a point 8 metres north-west of the north-western kerbline of the access road to the Royal Marsden hospital; (d) from a point 14.5 metres south-east of the south-eastern kerbline of the access road to the Royal Marsden hospital to a point 21 metres north-west of the north-western kerbline of Furzedown Road; (e) from a point 15 metres south-east of the south-eastern kerbline of Furzedown Road to a point 36.75 metres north-west of the north-western kerbline of Banstead Road South. Schedule 3 (redefines the existing waiting restrictions from “no waiting at any time” to “no waiting between 8.00 am and 6.30 pm on Mondays to Fridays inclusive”) Downs Road: the north-east side, from a point 14.5 metres north-west of the western kerbline of Cotswold Road to a point 16 metres south-east of the eastern kerbline of Cotswold Road. Schedule 4 (introduce loading restrictions “no loading/unloading at any time”) Downs Road: the south-west side, from its junction with Sutton Lane to a point 18.5 metres north-west of that junction.
