THE LONDON BOROUGH OF RICHMOND UPON THAMES (LOADING PLACES) (AMENDMENT NO 17) ORDER 2005
KEW ROAD, RICHMOND
1. The Council of the London Borough of Richmond upon Thames, on 22 August 2005, made
the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road
Traffic Regulation Act 1984 (as amended) and the Road Traffic Act 1991.
2. The general effect of the Order is to introduce two loading bays operating between
8.30 am and 6.30 pm on Mondays to Saturdays inclusive at the following locations:
(a) on the north-west side of Kew Road, Richmond in a half-depth lay-by outside Nos
137-145 Kew Road; and
(b) on the south-east side of Kew Road in a lay-by outside Nos 92 and 94 Kew Road.
3. During these times goods vehicles will be permitted to wait for the purposes of
loading and unloading for a maximum period of 20 minutes, and may not return to the
same loading bay for a period of 1 hour.
4. A copy of the Order, which will come into operation on 17 September 2005, a plan
showing the location and effect of the Order and the Council’s statement of reasons
for making the Order can be inspected for a period of 6 weeks from the date of this
notice, quoting Ref 42/05, at:
(i) Richmond Reference Library, Old Town Hall, Whittaker Avenue, Richmond TW9 1TP,
during opening hours; and
(ii) the Civic Centre (Second Floor), 44 York Street, Twickenham, between 9.15 am
and 5.00 pm on Mondays to Fridays, except for Bank and other public holidays.
5. Copies of the Order may be purchased from the Environment Directorate, Civic Centre,
44 York Street, Twickenham TW1 3BZ.
6. Persons wishing to question the validity of the Order or any of its provisions
on the grounds that it or they are not within the powers conferred by the 1984 Act,
or that any requirement of the Act or any instrument made under the Act has not been
complied with that person may, within 6 weeks from the date on which the Order was
made, apply for the purpose to the High Court.
