EXTENSION OF SURBITON CONTROLLED PARKING ZONE

1. Notice is hereby given that the Council of the Royal Borough of Kingston upon Thames on 13 June 2005 made the following Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended:

The Kingston upon Thames (Surbiton) (No 3) (Amendment No 1) Traffic Order 2005; and
The Kingston upon Thames (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 12/2005) Traffic Order 2005.

2. The general effect of the Orders will be to extend the boundary of the Surbiton (S) controlled parking zone, as detailed in the Schedule to this Notice.
3. The Orders will provide that:

(a) “permit holder” parking places may be used during the permitted hours by vehicles displaying a valid residents’, residents’ visitor, business or business visitor permit relating to the Surbiton (S) controlled parking zone;
(b) “shared use” parking places may be used during the permitted hours by vehicles displaying either a valid permit (no time limit) or a relevant ticket issued by a ticket parking meter (“pay and display”) for a maximum parking period of 4 hours (at the rate of charge of 40 pence an hour);
(c) the charge for permits would be as follows:

residents’ permits—£60 for 12 months, £35 for 6 months or £20 for three months;
residents visitor permits—£10 for a book of 10 permits (1 permit per half/mid day period).

Each resident may purchase a maximum of ten books a year;

business permits—£90 for 12 months, £52.50 for 6 months or £30 for three months (for the first permit), or £150 for twelve months, £87.50 for 6 months or £50 for three months (in respect of a second permit);
business visitor’ permits—£20 for a book of 10 permits (1 permit per half/mid day period).
Each business may purchase a maximum of 20 books a year.

(d) single yellow line waiting restrictions will be introduced within the controlled parking zones to prohibit vehicles from parking during the permitted hours in areas that are not marked as parking places.

4. Please note that the proposed introduction of parking controls in the Villiers and Oakhill areas of Surbiton, as detailed in the notice of proposals published on 8 December 2004, has been deferred until September 2005.
5. The Orders, which will come into force on 20 June 2005, and other documents giving more detailed particulars of the Orders, including plans showing their location and effect, are available for inspection until 25 July 2005 at:

the 2nd Floor Reception Area, Guildhall 2, Kingston upon Thames KT1 1EU between 9.30 am and 4.30 pm on Mondays to Fridays inclusive; and
Surbiton Library, Ewell Road, Surbiton during normal opening hours.

6. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof of any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 25 July 2005.

Extension to Surbiton (S) Controlled Parking Zone





Permitted hours Between 8.00 am and 6.30 pm on Mondays to Saturdays
Roads to be included within zone Akerman Road, Balaclava Road, Electric Parade*, Endsleigh Gardens, Hastings Drive, Portsmouth Road (between Brighton Road and the borough boundary), Seething Wells Lane and Victoria Avenue.
Roads with “permit holder” parking places Akerman Road, Balaclava Road, Endsleigh Gardens, Hastings Drive, Portsmouth Road, Seething Wells Lane and Victoria Avenue.
Roads with “shared use” parking places Akerman Road, Balaclava Road, Endsleigh Gardens, Seething Wells Lane and Victoria Avenue.

*Please note that the proposals relating to Electric Parade (as published on 8 December 2004) have been superseded by the introduction of double yellow line “at any time” waiting restrictions.
