ZONE J CONTROLLED PARKING ZONE REVIEW

1.Notice is hereby given that the Council of the London Borough of Islington proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended. 2.The general effect of the parking places Order would be to: (a)extend the Zone J controlled parking zone to include the following roads: Almington Street, Hanley Road (between Almington Street and Stroud Green Road), Montem Street, Regina Road, Thorpedale Road (between Almington Street and Evershot Road) and Tollington Park (between Fonthill Road and Stroud Green Road); (b)provide residents’ parking places in the above roads; (c)provide shared-use (permits and 2-hour pay and display) parking places in Almington Street, Hanley Road, Thorpdale Road and Tollington Park; (d)provide a shared-use (business and 2-hour pay and display) parking place in Tollington Park; (e)provide that the parking places would be available for use between 8.30 am and 6.30 pm on Mondays to Saturdays inclusive that are non match days any day not being a public holiday, between 8.30 am and 8.30 pm on Mondays to Fridays inclusive that are match days, between 8.30 am and 6.30 pm on Saturdays that are match days and between 12.00 noon and 4.30 pm on Sundays and public holidays that are match days; and (f)provide that the charges for the use of the parking places would be as follows: (i)residents’ permits; £95 per year, a reduced rate of £75 per year for a vehicle that is fuel cell powered, gas powered, hybrid system powered or with an engine capacity of 1399 cc or less, a reduced rate of £35 per year for a solo motorcycle or a reduced rate of £0 per year (no charge) for an electric powered vehicle; (ii)(residents’) visitor vouchers; 60p per hour up to a maximum of 6 hours per day with half hour and 3 hour duration vouchers; (iii)all day visitors’ vouchers; £6 per voucher with a limit of 5 vouchers per year per resident; (iv)hired vehicles residents’ permits; £10 per year for use with hired vehicles residents’ vouchers; (v)hired vehicles residents’ vouchers; 40p per hour; (vi)permits to park; £15 per day, £300 for 1 month, £600 for two months, £900 for three months, £1,800 for 6 months or £3,000 for 12 months; (vii)all day annual business permits; £600 per year, or a reduced rate of £480 per year for an electric powered vehicle; (viii)business permits; £10 per year for use with business vouchers; (ix)business vouchers; 80p per hour; (x)for the leaving of a vehicle in a pay and display or a shared use or business shared use parking place; between £1.20 per hour (minimum charge 20p for 10 minutes with a maximum stay of 2 hours) and £2 per hour (minimum charge 20p for 6 minutes with a maximum stay of 2 hours). 3.The general effect of the disabled persons’ parking place Order would be to make certain changes to bring the disabled persons’ parking places consolidation Order in line with the on-street layout. 4.The general effect of the Waiting and Loading Restriction Order would be to prohibit waiting between 8.30 am and 6.30 pm on Mondays to Saturdays inclusive that are non match days, between 8.30 am and 8.30 pm on Mondays to Fridays inclusive that are match days, between 8.30 am and 6.30 pm on Saturdays that are match days and between 12.00 noon and 4.30 pm on Sundays and public holidays that are match days in those parts of the roads referred to in 2(a) above that lie within the extended J Zone CPZ, except for at junctions and certain other lengths of road where “at any time” waiting restrictions would have effect to allow access and the free flow of traffic. 5.The general effect of the Times and Tariffs Amendment Order would be add additional time definitions to the Times and Tariffs Traffic Order. 6.A copy of the proposed Orders, plans indicating details of the proposals, and the Council’s statement of reasons for proposing to make the Orders, can be inspected during normal office hours until the end of a period of 6 weeks from the date on which the Orders are made or as the case may be, the Council decide not to make the Orders, at the following location: Street Management, 222 Upper Street, Islington, London, N1 1YA.
