THE CROYDON (FREE PARKING PLACES) (DISABLED PERSONS) (NO 5) TRAFFIC ORDER 2005
1. Notice is hereby given that the Council of the London Borough of Croydon on 6 June 2005, made the above-mentioned Traffic Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Croydon (Free Parking Places) (Disabled Persons) (No 5) Traffic Order 2005 would be to: (a) revoke the disabled parking places located outside No 42 Beatrice Avenue, Norbury, outside No 7 Bourne Park Close, Kenley, outside No 96 Clarendon Road, West Croydon, outside No 45 Coniston Road, Croydon, outside No 7 Davidson Road, Croydon, outside No 68 a Holmesdale Road, South Norwood, outside No 2 Kenley Gardens, Thornton Heath, outside No 4 Milford Gardens, Addiscombe, outside No 29 Meadvale Road, Croydon and outside No 34 Westleigh Avenue, Coulsdon; (b) designate new parking places in Buller Road, Thornton Heath (outside Nos 74 and 76), Ederline Avenue, Thornton Heath (outside No 62), Foxley Road, Thornton Heath (outside No 27), Hathaway Road, Croydon (outside Nos 52 and 54, converting existing “pay and display” bay), Heather Way, Selsdon (outside No 1, 2 wheels up on footway), Hunter Road, Thornton Heath (outside No 72), Langdale Road, Thornton Heath (outside No 72), Lynwood Gardens, Croydon (adjacent to No 19 Croydon Road), Macclesfield Road, Croydon (outside No 59), Rymer Road, Croydon (outside Nos 55 and 57), St Saviour’s Road, Croydon (outside Nos 53 and 55), Thornhill Road, Croydon (outside No 9, converting existing “pay and display” bay) and Waverley Road, South Norwood (outside No 37); (c) provide that the parking places would operate “At Any Time”; (d) specify, in respect of the parking places, that disabled persons’ vehicles displaying in the relevant position a disabled persons’ badge issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 1975, 1982 or 2000, as amended, may be left therein; and (e) provide that certain vehicles may wait in the parking places in certain circumstances, eg to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc. 3. A copy of the Order, which will come into operation on 13 June 2005, and of all associated Orders, can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 6 weeks from the date on which the Order was made, at the Enquiry Counter, “One Stop” Facility, Ground Floor, Taberner House, Park Lane, Croydon, Surrey. 4. Copies of the Order may be obtained from Parking and Departmental Support Services, Environmental, Cultural and Sports Services Department, 1st Floor, Davis House, Robert Street, Croydon CR0 1QQ. 5. Any person desiring to question the validity of the Order or of any provision contained therein on the ground that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Order may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court.
