THE EALING (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO  ) ORDER 2005
PROPOSED PELICAN CROSSING FACILITY IN PETT’S HILL, NORTHOLT
PROPOSED TRAFFIC CALMING FEATURES AND SINGLE AND DOUBLE YELLOW LINE WAITING RESTRICTIONS IN BANGOR CLOSE, KEMPTON AVENUE, NEWMARKET AVENUE, REDCAR CLOSE AND SOUTHWELL AVENUE, NORTHOLT

1. Notice is hereby given that the London Borough of Ealing propose to make the above-mentioned Traffic Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. 2. The general effect of the Order would be to introduce: (a) double yellow line waiting restrictions applying at all times in the lengths of road specified in Schedule 1 to this notice; and (b) single yellow line waiting restrictions applying between 8.30 am and 9.30 am and between 3.00 pm and 4.00 pm on Mondays to Fridays in the lengths of Newmarket Avenue specified in Schedule 2 to this notice. 3. It is proposed under the powers of section 90c of the Highways Act 1980 to introduce: (c) a pair of cushion humps each with a nominal height of 75 millimetres, lengths of 2 metres and width of 1.6 to 2 metres in Newmarket Avenue, approximately 11 metres east of its junction with Bangor Close and in Southwell Avenue in the vicinity of No 71 Southwell Avenue; (d) a road hump with a length of 6 metres and a nominal height of 100 millimetres in Newmarket Avenue, approximately 40 metres west of the junction with Pett’s Hill; and (e) raised junction entry platforms with nominal heights of 100 millimetres at the junctions of Southwell Avenue with Newmarket Avenue and Southwell Avenue with Kempton Avenue and Redcar Close. 4. It is also proposed, under section 23 of the Road Traffic Regulation Act 1984, to introduce a new pelican crossing facility in Pett’s Hill situated approximately 50 metres north of its junction with Newmarket Avenue to further improve road safety for pedestrians. 5. The Order and other documents giving more detailed particulars of the Order are available for inspection during normal office hours on Mondays to Fridays inclusive at Mouchel Parkman Ltd, 22-24 Uxbridge Road, Ealing, London W5 2BP, until 6 weeks have elapsed from the date on which either the Order is made or the Council decides not to make the Order. 6. Further information may be obtained by telephoning Mouchel Parkman on 020 8326 3016. 7. Any objections or other representations about the proposed Order should be sent in writing to the Council’s agents, Mouchel Parkman Ltd, 22-24 Uxbridge Road, Ealing, London W5 2BP, quoting Ref 775152/ORD3217/sjc, until the expiration of a period of 21 days from the date on which this notice is published. Schedule 1 Bangor Close, Northolt, the east side, between the northern kerbline of Newmarket Avenue and a point 7 metres north of that kerbline. Kempton Avenue, Northolt, between the north-western kerbline of its north-easternmost junction with Southwell Avenue and a point 7.5 metres north-west of that kerbline. Newmarket Avenue, Northolt, the south and south-west side, between a point 9 metres south-east of the south-eastern kerbline of Southwell Avenue and a point 8.5 metres north-west of the north-western kerbline of Southwell Avenue. Redcar Close, Northolt, between the south-eastern kerbline of Southwell Avenue and a point 7.5 metres south-east of that kerbline. Southwell Avenue, Northolt: (a) the north-west side, between a point 7 metres north-east of the north-eastern kerbline of Kempton Avenue and a point 6 metres south-west of the south-western kerbline of Kempton Avenue; (b) the south-east side, between a point 7.5 metres north-east of the north-eastern kerbline of Redcar Close and a point 6 metres south-west of the south-western kerbline of Redcar Close; (c) between the south-western kerbline of Newmarket Avenue and a point 8 metres south-west of that kerbline. Schedule 2 Newmarket Avenue, Northolt: (a) the north and north-east side, between a point 15 metres west of the western kerbline of Pett’s Hill and the eastern kerbline of Bangor Close; (b) the south and south-west side, between a point 15 metres west of the western kerbline of Pett’s Hill and a point 44 metres west of that kerbline. 27 May 2005.
