1. Notice is hereby given that the Council of the London Borough of Waltham Forest, hereinafter called the Council, propose to make the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the amendment to the Waltham Forest (Waiting and Loading Restriction) Order 1977, would be that: (a) waiting and loading by vehicles would be prohibited at any time on the lengths of roads specified in Schedule 1 to this notice; (b) waiting would be prohibited at any time on the road and lengths of roads specified in Schedule 2 to this notice. ( Note.  Any existing restrictions applying in the above-mentioned road and lengths of roads would be revoked.) 3. The general effect of the amendments to the Waltham Forest (Free Loading Places) (No 1) Order 1995 and the Waltham Forest (Free Loading Places) (No 1) Order 2001, would be to change the operational hours and times of the existing loading place specified in Schedule 3 to this notice, so that it would now be operative between 7.00 am and 7.00 pm on Mondays to Saturdays inclusive and vehicles may be left for the purpose of loading or unloading for a maximum period of 20 minutes and where return to that same loading place would be prohibited for 40 minutes. 4. The general effect of the amendment to the Waltham Forest (Various Roads) (Free Parking Places) Order 1996, would be to designate free parking places operative between 8.00 am and 6.30 pm on Mondays to Saturdays inclusive, on the lengths of Bromley Road specified in Schedule 4 to this notice, where vehicles may wait for a maximum period of 20 minutes and where return to the same parking place would be prohibited for two hours. 5. Copies of the proposed Orders, of the above-mentioned Orders of 1977, 1995, 1996 and 2001 (and the Orders which have previously amended those Orders, where applicable), of the Council’s statement of reasons for proposing to make the Orders and of plans showing the locations and effects of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 6 weeks from the date on which the Orders are made, or as the case may be, the Council decides not to make the Orders, at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, London E17; (b) The Reception Desk, Municipal Offices, 16 The Ridgeway, Chingford, London E4; and (c) The First Stop Shop, Leytonstone Library, Church Lane, Leytonstone, London E11. 6. Any person desiring to object to the proposed Orders or make other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to the Council’s Agents, TMO Services, 4 Snell Gardens, Herne Bay, Kent CT6 7SU, quoting Ref ET/GV/TMO/WF115, to be received by 17 March 2005. Schedule 1 (At any time Waiting and Loading Restrictions) Bromley Road, London E10: (a) both sides, between the south-eastern kerbline of the north-western arm of Lea Bridge Road and a point 11.2 metres south-east of that kerbline; (b) the north-east side: (i) between a point 19 metres south-east of the south-eastern kerbline of the north-western arm of Lea Bridge Road and a point 1.5 metres south-east of the common boundary of Nos 10 and 12 Bromley Road; (ii) between a point 4.5 metres south-east of the common boundary of Nos 34 and 36 Bromley Road and a point opposite the common boundary of Nos 44 and 46 Bromley Road; (iii) between the north-western kerbline of Capworth Street and a point 15.30 metres north-west of that kerbline; (c) the south-west side: (i) between a point 19 metres south-east of the south-eastern kerbline of the north-western arm of Lea Bridge Road and a point opposite the north-westernmost wall of No 6 Bromley Road; (ii) between a point 4 metres south-east of the common boundary of Nos 34 and 36 Bromley Road and the common boundary of Nos 42 and 44 Bromley Road; (iii) between the north-western kerbline of Capworth Street and a point 14.30 metres north-west of that kerbline. Schedule 2 (At any time Waiting Restrictions) Bury Road, London E4, both sides, between a point 15 metres north of the unnamed access road leading to the car park lying to the rear of the Chingford Golf Course Caddy House and the boundary of Epping Forest District Council. Chelmsford Road, London E17, the north-east side, between the south-eastern kerbline of Queen’s Road and the north-western boundary of No 1 Chelmsford Road. Gascoigne Gardens, Woodford Green, both sides, between the south-western kerbline of Oak Hill and a point 9.6 metres south-west of that kerbline. Kirk Road, London E17, the north-east side, between its junction with Queen’s Road and a point 3 metres south-east of the north-western boundary of No 1 Richmond Close. Oak Hill, Woodford Green: (a) between the north-western kerbline of Woodford New Road and a point 32 metres north-west of that kerbline, measured along the south-west side; (b) the south-west side, between a point 13 metres south-east of the south-eastern kerbline of Gascoigne Gardens and a point 3.80 metres north-west of the north-western kerbline of Gascoigne Gardens. Oak Hill Gardens, Woodford Green, both sides, between the south-western kerbline of Oak Hill and a point 4.5 metres south-west of that kerbline. Priory Court, London E17, both sides, between the north-western kerbline of Winns Avenue and a point opposite the northern wall of No 2 a Priory Court. Queen’s Road, London E17: (a) the west and north-west sides, between a point 26 metres south-west of the south-western boundary of No 122 Queen’s Road and the north-western boundary of No 126 Queen’s Road; (b) the east and south-east sides between a point 27 metres south-west of the south-western boundary of No 95 Queen’s Road and its junction with Kirk Road. Side Road, London E17 Stow Crescent, London E17, the north-east side, between a point opposite the western-most wall of No 42 Stow Crescent and the common boundary of Nos 54 and 55 Stow Crescent. Schedule 3 (7.00 am to 7.00 pm, Monday to Saturday 20 minutes maximum Stay Free Loading Places) Bromley Road, London E10, the north-east side, from the common boundary of Nos 72 and 74 Bromley Road, north-westward, for a distance of 15 metres. Schedule 4 (8.00 am to 6.30 pm, Monday to Saturday 20 minutes maximum Stay Free Parking Places) Bromley Road, London E10: (a) the north-east side, from a point 11.2 metres south-east of the south-eastern kerbline of the north-western arm of Lea Bridge Road extending south-eastward, for a distance of 7 metres; (b) the south-west side, from a point 11.2 metres south-east of the south-eastern kerbline of the north-western arm of Lea Bridge Road extending south-eastward for a distance of 7 metres. 24 February 2005.
