GROVE ROAD, LONDON E17, PROPOSED 20 MPH TRAFFIC CALMING AND SAFETY SCHEME
1. Notice is hereby given that the Council of the London Borough of Waltham Forest (hereinafter called “the Council”) propose to make the above-mentioned Orders under sections 6, 84(1) and (2) and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Speed Limit Order would be to impose a maximum speed limit of 20 miles per hour for motor vehicles on the roads and length of road specified in Schedule 1 to this notice. 3. The general effect of the Waiting and Loading Order would be to further amend the Waltham Forest (Waiting and Restriction) Order 1977, so as to provide new lengths of “at any time” waiting restrictions in the parts of streets specified in Schedule 2 to this notice and in the majority of the side roads which junction with these streets (except for those within the Walthamstow Market East Controlled Parking Zone) and at some other junction locations as detailed on the plans available for public inspection as stated in paragraph 5 of this notice. The waiting restrictions would, in general, not extend for more than 15 metres from the junction of any one street with another street. (Note: Any existing waiting restrictions at other times in any of these parts of streets, would cease to apply). 4. Further notice is hereby given that the Council propose to construct speed cushions and speed tables to control the speed of vehicles, under sections 90A to 901 of the Highways Act 1980 and in accordance with the provisions of the Highways (Road Humps) Regulations 1999 and the Highways (Traffic Calming) Regulations 1999 as follows: (a) the speed cushions at the locations specified in Schedule 3 to this notice would be constructed singly in the centre of the carriageway, the speed cushions at the locations specified in Schedule 4 to this notice would be constructed in a line of two across the width of the carriageway and the speed cushions at the locations specified in Schedule 5 to this notice would be constructed in a line of three across the width of the carriageway; (b) the speed tables at the locations specified in Schedule 6 to this notice would be constructed to cover the full area of the junction: all speed cushions and speed tables would be of flat top design and would not be more than 75 millimetres at their highest point. The speed cushions would be 1.6 metres in length and 2 metres wide. (Note: as part of the measures, entry treatments would be constructed in the majority of the side roads which junction with Hoe Street, Lea Bridge Road, St Mary Road and Shernhall Street). 5. A copy of each of the Orders, of the above-mentioned Order of 1977 (and of the Orders which have amended that Order, where applicable), of the Council’s statement of reasons for proposing to make the Orders and of plans showing the locations and effects of the Orders and the speed cushions and speed tables can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders are made, or as the case may be, the Council decides not to make the Orders at (a) The Information Desk, Town Hall, Forest Road, Walthamstow, London E17; (b) The Reception Desk, Municipal Offices, 16 The Ridgeway, Chingford, London E4; and (c) The First Stop Office, Leytonstone Library, Church Lane, Leytonstone, London E11. 6.
