1. Notice is hereby given that the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, propose to make the above-mentioned Orders under sections 6 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Orders will be: (a) to introduce waiting restrictions operating in the roads and at the times specified in Schedule 1 to this notice; (b) to introduce permit parking bays in the roads specified in Schedule 2 to this notice operating between 8.30 am and 6.30 pm, Monday to Fridays inclusive; (c) to introduce shared-use pay and display bays in the roads detailed in Schedule 3 to this notice, 30 pence per hour, maximum stay 10 hours, operating between 8.30 am and 6.30 pm, Monday to Friday inclusive, free to permit holders at all times; (d) to introduce pay and display bays in the roads detailed in Schedule 4 to this notice, 30 pence per hour, maximum stay 10 hours, operating between 8.30 am and 6.30 pm, Monday to Friday inclusive, free to permit holders at all times; and (e) to introduce a disabled persons parking bay in the roads detailed in Schedule 5 to this notice. 3. Nothing in these Orders will apply to anything done with the permission or at the direction of a police constable in uniform. 4. Exemptions to Item 2(a) above are provided in the Order to permit vehicles to wait (a) to enable passengers to board or alight and to load or unload their personal luggage; (b) for up to 20 minutes for the purpose of delivering and collecting goods or loading/unloading the vehicle at premises adjacent to the street; (c) if they are being used to maintain the road or the services therein or by local authorities or the Post Office in pursuance to statutory powers and duties; and (d) if being used for fire brigade, police or ambulance purposes. 5. A copy of the proposed Orders, a plan identifying the areas affected by the proposed Orders and the Council’s statement of reasons for making the Orders can be inspected during the Council’s normal office hours, Mondays to Fridays, at the Merton Link, Merton Civic Centre, London Road, Morden, Surrey. 6. Any person desiring to object to the proposed Orders should send a statement in writing of their objections and the grounds thereof to the Environment and Regeneration Department (Ref SGE) at the Merton Civic Centre, London Road, Morden, Surrey SM4 5DX, no later than 12 November 2004 A Broom, Head of Street Management London Borough of Merton, Merton Civic Centre, London Road, Morden, Surrey SM4 5DX.
