THE BRENT (WAITING AND LOADING RESTRICTION) (AMENDMENT NO ) ORDER 200

NORTH END ROAD

Notice is given that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985. 2. The general effect of the “Prescribed Routes” Order would be to prohibit vehicles from entering North End Road at its south-eastern extremity adjacent Wembley Business centre for a distance of 2 metres. 3. The prohibition referred to in paragraph 2 above would not apply to: (a) vehicles being used for ambulance, fire brigade or police purposes in an emergency; or (b) pedal cycles which follow the route through the barrier indicated by traffic signs; or (c) anything done with the permission or at the direction of a police constable in uniform; or (d) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police. 4. The general effect of the “Waiting and Loading Restriction” (Amendment) Order would be further to amend Brent (Waiting and Loading Restriction) Order 1979, so that: (i) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the length of street specified in the Schedule to this notice; (ii) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would now be prohibited between 11.00 am and 6.30 pm throughout the week in the length of street specified in the Schedule to this notice; (iii) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays in the lengths of streets specified in the Schedule) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected; (iv) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited; (v) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in the Schedule to this notice would be revoked; (vi) the prohibition referred to in sub-paragraphs 2(i) and 2(ii) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, eg, the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue/Orange Badge” would apply. 5. A copy of each of the proposed Orders, of a map of the relevant area, of the above-mentioned Order of 1979 (and of the Orders which has amended that Order) and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this Notice is published at: (a) The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; and (b) The One Stop Shop, Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ. 6. Further information may be obtained by telephoning the Transportation Service Unit on 020 8937 5145. 7. Persons desiring to make representations or to object to either of the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to The Director of Transportation, Transportation Service Unit, 2nd Floor (east) Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ, quoting the Ref TO/01/111a/BFM, before the afore-mentioned date.
