THE HARINGEY (HIGHGATE CPZ) (PARKING PLACES) (AMENDMENT) ORDER 2004
NOTICE OF PROPOSALS

1. Notice is hereby given that the Council of the London Borough of Haringey, hereinafter called the Council, propose to make the above-mentioned Order under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. 2. The general effect of the proposed Order would be to amend the Haringey (Highgate CPZ) (Parking Places) Order 2004 (TMO 2004 No 6) which came into operation on 15 March 2004 and established a controlled parking zone in the Highgate, London N6 area. The controlled parking zone now operates between the hours 10.00 am and 12.00 noon on Mondays to Fridays inclusive (“the prescribed hours”) and incorporates the streets or lengths of streets referred to in Schedule 1 to this notice. 3. Residents and business users whose postal address is indicated in Schedule 2 to this notice already have the right under the existing Order to purchase parking permits and residents may purchase visitors parking permits, for passenger vehicles, goods carrying vehicles (the overall height of which does not exceed 2.27 metres and the overall length of which does not exceed 5.25 metres) or invalid carriages. 4. The amendments now proposed would allow certain residents in Hornsey Lane and Archway Road, London N6, whose postal address is indicated in Schedule 3 to this notice, to apply for “out of zone resident’s parking permits” which would authorise parking within the controlled parking zone. 5. Unlike the residents within the zone, as described in paragraph 3 above, the specified Hornsey Lane and Archway Road residents would not have an automatic right to obtain permits on supplying the required evidence. Each application from one of the specified Hornsey Lane and Archway Road residents would be individually considered by an authorised officer of the Council who would decide whether to issue a permit in the exercise his or her discretion taking into account the following factors: (a) the ability of the applicant to demonstrate past habitual parking within the controlled parking zone; (b) the availability or absence of any reasonable alternative parking place for the applicant outside the controlled parking zone; (c) the personal circumstances of the applicant or any other person for whom the applicant reasonably has responsibilities; and (d) the extent of existing parking pressures within the controlled parking zone. 6. Once a decision had been taken to issue an out of zone resident’s parking permit, the permit holder would have a right to purchase visitors’ permits on the same terms as residents within the zone. The other rules applicable to residents and visitors’ permits in the existing Order would also apply. 7. The proposed charges for out of zone residents’ permits are set out in the table below:

(a) resident’s permit £25.00 each per year
(b) residents short stay visitors’ permit (valid for two hours) £3.60 per set of 12 permits £6.00 per set of 20 permits
(c) residents weekend visitors’ permit (valid 12.00 noon Friday for 72 hours) £5.00 each
(d) residents long stay visitors’permit (valid for 14 days) £8.00 each
For residents aged 60 and over and Registered Disabled
(e) residents short stay visitors’ permit (valid for two hours) £1.80 per set of 12 permits £3.00 per set of 20 permits
(f) residents weekend visitors’ permit (valid 12.00 noon Friday for 72 hours) £2.00 each
(g) residents long stay visitors’ permit (valid for 14 days) £3.00 each
The permits for the controlled parking zone would only be valid in the zone for which they are issued. The maximum annual entitlement of visitors’ permits would be 240 short stay permits, 12 weekend visitor permits and 2 long stay permits. The maximum annual entitlement for residents aged 60 would be 480 short stay permits, 24 weekend visitor permits and 4 long stay permits. 8. Copies of the proposed Order, the Order being amended, the Council’s statement of reasons for making the proposed Order, together with plans and more detailed particulars showing the locations and effects of the Orders, may be inspected during normal office working hours (9.00 am to 5.00 pm Mondays to Fridays) at Hornsey Town Hall, The Broadway, Crouch End, Hornsey, London N8 9JJ. 9. Any person wishing to object to, or make other representations on, the proposed Order should send a statement in writing of any objection specifying the grounds on which it is made. It must be addressed to the Traffic and Road Safety Group, Room 112, Hornsey Town Hall, The Broadway, Crouch End, London N8 9JJ, and must reach them by Friday 7 May 2004.
