MARQUESS ESTATE (CANONBURY AND EAST CANONBURY CONTROLLED PARKING ZONES)

1. Notice is hereby given that the Council of the London Borough of Islington proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended. 2. The general effect of the Parking Places Orders would be to: (a) extend the existing Canonbury Controlled Parking Zone, providing: (i) residents parking places in Arran Walk and Ashby Grove; and (ii) a shared use (permit holders and pay and display) parking place in Ashby Grove; and (b) extend and make certain changes to the existing East Canonbury Controlled Parking Zone as follows: (i) provide residents parking places in Channel Islands Road, Church Road, Clephane Road, Clephane Road South, Nightingale Road, Oransay Road, Ramsey Walk, Red House Square, Rona Walk and Thorndyke Road; (ii) provide pay and display parking places in Clephane Road South and Essex Road; (iii) provide additional permit holders parking space in Ockendon Road; (iv) shorten by 1.5 metres and divide into two the permit holders parking place on the south-west side of Wakeham Street adjacent to No 17 Callaby Terrace; and (v) shorten by 3 metres and divide into two the residents’ parking place on the north-east side of Baxter Road opposite No 24 Westcliff House. 3. The Parking Places Orders would allow the use of permits and vouchers in the parking places between 8.30 am and 6.30 pm on Mondays to Fridays inclusive and between 8.30 am and 1.30 pm on Saturdays as follows: (a) residents’ permits, visitors’ vouchers up to a maximum of 6 hours per day, all day visitors’ vouchers, hired vehicle residents’ permits and hired vehicles residents’ vouchers, permits to park and teachers’ permits would be valid for use in residents’ parking places and shared (permit holders and pay and display) parking places; (b) business permits and up to three business vouchers (maximum stay of 3 hours), business permits (unlimited stay), teachers’ permits or permits to park would be valid for use in shared (permit holders and pay and display) parking places; and (c) permits to park and pay and display tickets (maximum parking period of 2 hours) would be valid for use in shared use (permit holders and pay and display) parking places and pay and display only parking places. 4. The charges for the use of the parking places would be as follows: (a) residents’ permits; £95 per year or a reduced rate of £75 per year for a vehicle that is fuel cell powered, gas powered, electric powered or hybrid system powered or with an engine capacity of 1,399 cc or less, or a reduced rate of £35 per year for a motorcycle; (b) (residents’) visitor vouchers; 60p per hour up to a maximum of 6 hours per day with half-hour and 3-hour duration vouchers; (c) all days visitors’ vouchers; £6 per voucher with a limit of five vouchers per year per resident; (d) hired vehicles residents’ permits; £10 per year for use with hired vehicles residents’ vouchers; (e) hired vehicles residents’ vouchers; 40p per hour; (f) permits to park; £9 per day (only available for vehicles required for carrying out building and maintenance work on premises adjacent to any parking place); (g) all day annual business permits; £560; (h) business permits; £10 per year for use with business vouchers; (i) business vouchers; 80p per hour; (j) for the leaving of a vehicle in a pay and display or a shared use (permit holders and pay and display) parking place; £2 per hour (minimum charge 20p for 6 minutes with a maximum stay of 2 hours). 5. The general effect of the Waiting and Loading Restriction Order would be: (a) to prohibit waiting “at any time” on the south-west side of Englefield Street outside Nos 141 to 147 Englefield Street and in each road referred to in paragraph 2(a) or 2(b)(i) above, except at the location where parking places are to be provided; and (b) on the south-west side of Northchurch Road, between Nos 183 and 189 Northchurch Road remove lengths of “at any time” waiting restrictions and replace them with controlled hours waiting restrictions. 6. A copy of the proposed Orders, plans indicating details of the proposals, and the Council’s statement of reasons for proposing to make the Orders, can be inspected during normal office hours until the end of a period of 6 weeks from the date they are made or as the case may be, the Council decide not to make the Orders, at the following location: Traffic and Transportation, 222 Upper Street, Islington, London N1 1YA.
