1. Notice is hereby given that the Council of the London Borough of Harrow on 27 May
2003 made the above-mentioned Orders under sections 6, 45, 46, 47, 124 and Part IV
of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government
Act 1985 and all other enabling powers. 2. The general effect will be to modify and
extend the existing Wealdstone “Controlled Parking Zone” so that there will be two
separate zones in Wealdstone. Zone “C” will include the existing Zone “C” south-west
of the railway line and this Zone is extended further south and west. Zone “CA” will
include that part of the previous Zone “C” north-east of the railway line and is extended
to the north. The roads included in the new zones are listed in Schedule 1A of this
notice for Zone “C” and in Schedule 1B for Zone “CA”. There will be additional roads
outside these zones where waiting restrictions will be implemented listed in Schedule
2 of this notice. Permit holders in that part of the previous Zone “C” which is being
transferred to the new Zone “CA” will have resident permits exchanged for the new
Zone free of charge for the unused period of the existing permit and any unused resident
visitor permits would also be exchanged. 3. The general effect of the Waiting and
Loading Amendment Order would be further to amend the Harrow (Waiting and Loading
Restriction) Order 1978, so that: (a) waiting restrictions will apply in the following
roads with the longer period of restriction near some junctions and main roads (i)
Zone time for Zone “C” (Monday to Friday 10.00 am to 11.00 am in the streets specified
in Schedule 1A of this notice; (ii) Zone time for Zone “CA” (Monday to Friday 10.00
am to 11.00 am and 2.00 pm to 3.00 pm in the streets specified in Schedule 1B of this
notice. (iii) Zone time Waiting Restrictions for Zone “C” will apply to the roads
listed in Schedule 3A to this notice and Zone time waiting restrictions for Zone “CA”
will apply to the roads listed in Schedule 3B of this notice for the times shown in
column 2 of those Schedules. These Schedules show the time of operation and length
of the waiting restrictions which apply other than the zone times. (d) in the lengths
of streets specified in Schedule 4 of this notice loading and unloading will be prohibited
for the times shown in Column 2 of that Schedule; 4. The prohibitions referred to
in paragraph 2 above will not apply in respect of anything done at the direction of
a police constable in uniform or with the permission of a parking attendant or in
certain circumstances eg the picking up or setting down of passengers; the carrying
out of statutory powers or duties; etc. The usual exemption relating to vehicles lawfully
displaying a disabled person’s “Blue Badge” would apply. 5. The general effect of
the Parking Places Amendment Order will be to: (a) introduce or amend the resident
and resident visitor permits for new Zone “C” in the roads listed in Schedule 5A to
this notice. The roads in which residents will be permitted to purchase resident and
visitor permits are listed in Schedule 6A; (b) introduce or amend the resident and
resident visitor permits for new Zone “CA” in the roads listed in Schedule 5B to this
notice. The roads in which residents will be permitted to purchase resident and visitor
permits are listed in Schedule 6B; (c) introduce shared use spaces in Zone “CA” in
the roads set out in Schedule 7 to this notice. These spaces allow use by resident
permit holders, resident visitor permit holders and by pay and display; (d) provide
the above permits and pay and display at the charges in Schedule 8 to this notice.
6. The general effect of the Bus Stop Clearway Order will be to provide bus stop clearways,
which would operate at any time in the marked bays in the roads listed in Schedule
9 to this notice. 7. The general effect of the Free Bays Amendment Order will be to
provide Free Bays in Tudor Road on the west side between the width restriction and
Graham Road 8. A copy of the Orders, which will come into operation on 2 June 2003,
and of the Orders which they amend and documents giving more particulars of the Orders
are available for inspection during normal office hours on Mondays to Fridays inclusive
until the end of 6 weeks from the date on which the Order was made in the Environmental
Information Centre at the address below. 9. If any person wishes to question the validity
of the Orders or of their provisions on the grounds that it or they are not within
the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement
of the Act or of any Instrument made under the Act has not been complied with, that
person may, within 6 weeks of the date on which the Order is made, apply for the purpose
to the High Court. Note. Due to a change in legislation it is not permitted to erect a time plate where there
are double yellow lines, which can only be used for indicating no waiting at any time.
