THE SUTTON (DISABLED PERSONS PARKING PLACES) (No 2) (AMENDMENT NO 4) ORDER 2003
1. Notice is hereby given that the Council of the London Borough of Sutton made the above-mentioned Order on Tuesday 29 April 2003 under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The principal objective of this Order is to provide for disabled persons a parking facility where a high level of parking makes reasonable means of access difficult. 3. The general effect of the Order will be: (i) to provide a parking place in which only vehicles displaying a disabled person’s badge may park in the following locations, to operate at all times: (a) outside No 167 Bishopsford Road, Morden (fully on the footway); (b) outside No 37 Daimler Way, Wallington; (c) outside No 208 Demesne Road, Wallington; (d) opposite No 12 Greenhill, Sutton; (e) opposite No 20 Oliver Road, Sutton; (f) opposite No 22 Pipewell Road, Carshalton (partially on the footway); (g) outside No 73 Ruskin Road, Carshalton; (h) outside “Wesley Lodge”, Shotfield, Wallington; (i) outside No 103 Stavordale Road, Carshalton; (j) outside No 4 Tavistock Walk, Carshalton; (k) outside Nos 17-19 Titchfield Road, Carshalton; (l) outside Nos 14-16 Westminster Road, Sutton (fully on the footway); (m) outside No 27 Whittaker Road, Sutton, and (n) outside No 24 a /24 b Wrythe Lane, Carshalton (fully on the footway); (ii) to revoke the disabled persons parking places in the following locations: (a) outside No 13 Richmond Road, Beddington; (b) opposite Nos 3-4 and 6-5 “Ware Court”, St Albans Road, Sutton; (c) outside No 8 Wandle Road, Hackbridge; and (d) outside No 5 Westminster Road, Sutton. 4. The proposal advertised on 5 March 2003 (Order Ref DS399) to provide a disabled persons’ parking place: (a) opposite No 26 Effingham Close, Sutton has been withdrawn; and (b) opposite No 13 Sawtry Close, Carshalton is subject to further consideration. 5. The proposal advertised on 5 March 2003 (Order Ref PP402) to remove one Permit Parking Bay in Effingham Close has been withdrawn. 6. A copy of the Order which will come into effect on Tuesday 6 May 2003, the Council’s statement of reasons for making the Order and plans showing the location and effect of the restrictions may be examined at: Civic Offices, St Nicholas Way, Sutton, 9.00 am to 5.00 pm, Monday-Friday, and Environment and Leisure, 24 Denmark Road, Carshalton, 9.00 am to 5.00 pm Monday-Friday. 7. If any person wishes to question the validity of this Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any Instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
