THE BOROUGH OF BOURNEMOUTH (OFF STREET PARKING PLACES) ORDER 2003
1. The Bournemouth Borough Council, in exercise of its powers under section 35(1) and (3) of the Road Traffic Regulation Act 1984 (“the Act”) and Part IV of Schedule 9 to the Act, and of all other enabling powers, and after consulting the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, propose to make the above Order.
2. The Order, when operative, will control the use of the parking places named in the Schedule to this notice which shows the classes of vehicles, the days and times of operation, the maximum period of waiting and the scale of charges for each parking place.
3. A copy of the draft Order may be examined at my office on Monday to Friday between 9.00 am and 4.00 pm and at Central Library, the Triangle, on Mondays to Fridays 9.30 am to 7.,00 pm, Saturdays 9.00 am to 1.00 pm.
4. If any person wishes to make comment or object to the Order they should do so together with the grounds in the case of objection for making it and they should be made in writing to the undersigned (Ref DECS) by 17 April 2003. These will then be considered by the Council prior to confirmation of this or any subsequently amended Order.

Penalty Charges Notice Levels
Charge levels authorised under the following legislation.
(a) Schedule 1 paragraph 5 of Statutory Instrument 2001 No 2819. The Road Traffic (Permitted Parking and Special Parking Area Borough of Bournemouth) Order 2001.
(b) Section 74 of Chapter 40 Road Traffic Act 1991 Off-Street Contraventions.
1. Parking for longer than the maximum period permitted.
2. Parking in a restricted area in a car park.
3. Parking after the expiry of time in a pay and display car park.
4. Parking without clearly displaying a valid permit.
5. Parking in a permit bay without displaying a valid permit.
6. Parking beyond the bay markings.
7. Parking in a disabled space without displaying a valid badge.
8. Exceeding a maximum height/weight.
9. Parking in an area not designated for that class of vehicle.
10. Parking causing an obstruction.
11. Parking in a car park when closed.
