THE CROYDON (DOCTOR PARKING PLACES) (NO 1) EXPERIMENTAL TRAFFIC ORDER 2003

1. Notice is hereby given that the Councils of the London Boroughs of Bromley, Croydon and Lambeth each exercising their powers, in so far as they relate to the highway within their Borough, on 13 January 2003, made the above-mentioned Experimental Traffic Orders under sections 9 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, the Road Traffic Act 1991 and all other enabling powers. 2. The general effect of the Waiting and Loading Restriction Orders will be: (a) to prohibit waiting and loading by vehicles at any time throughout the week in those lengths of streets specified in Schedule 1 to this notice; (b) to prohibit waiting and loading by vehicles between 7.00 am and 10.00 am and 4.00 pm and 7.00 pm throughout the week in those lengths of streets specified in Schedule 2 to this notice; (c) to prohibit waiting by vehicles at any time throughout the week in those lengths of streets specified in Schedule 3 to this notice; (d) to prohibit waiting by vehicles between 8.00 am and 6.30 pm on Mondays to Saturdays inclusive in the length of street specified in Schedule 4 to this notice. 3. The prohibition referred to in paragraph 2 above would not apply in relation to anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, eg the picking up or setting down of passenger; the carrying out of statutory powers or duties; the taking in of petrol, etc, from roadside petrol stations, to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled persons “Badge” will apply. 4. The general effect of the Bus Stop Clearway/Restriction of Waiting on Bus Stops Orders will be to revoke exisiting bus stop clearways in Anerley Hill, Church Road and Westow Hill and introduce new at any time bus stop clearways in Church Road, Westow Hill and Westow Street. 5. The prohibition referred to in paragraph 4 above would not apply to: (a) a vehicle being used to provide a bus service forming part of the London bus network (under agreement with Transport for London in accordance with the provisions of the Greater London Authority Act 1999) whilst picking up or setting down passengers or for as long as may be required for operational reasons at a bus stop or bus stand; or (b) a vehicle being used for ambulance, fire brigade or police purposes; or (c) in certain circumstances eg to a vehicle being used in the service of a local authority, in connection with building operations etc, adjacent to the bus stop or to the removal of an obstruction to traffic or the repair etc, of the highway or of any of the services therein; (d) where the person in control of the vehicle is required by law to stop or does so in order to avoid an accident; or (e) a licensed cab. 6. The general effect of the Limited Time/Time Restricted Free Parking Places Orders and Free Parking Places Order will be: (a) to designate a number of free parking bays in lengths of: (i) Belvedere Road, Church Road, Westow Hill and Westow Street; (ii) Church Road, Crystal Palace Parade, Westow Hill and Westow Street; (iii) Brunel Close, Church Road, St Aubyn’s Road and Telford Close; (b) to provide that the parking places would be in operation: (i) between the hours of 7.00 am and 7.00 pm throughout the week in the streets referred to in (a)(i) of this paragraph; (ii) between the hours of 10.00 am and 4.00 pm throughout the week in the streets referred to in (a)(ii) of this paragraph; (iii) at any time throughout the week in the streets referred to in (a) (iii) of this paragraph; (c) to specify that the use of the parking places with be restricted to goods vehicles, passenger vehicles, motor cycles or invalid carriages only; (d) with the exception of disabled drivers, to restrict to 30 minutes any one period of waiting in the parking places and to prohibit the return to the same parking place of the same vehicle for a period of one hour in the parking places referred to in (a)(i) and (ii) above; (e) to provide that the parking places may be suspended when necessary to facilitate the carrying out of certain functions such as building or street works, furniture removals, funerals etc. 7. The general effect of the Goods Vehicle Free Parking Places Order will be: (a) to designate free parking places in Church Road, Jasper Road, Westow Hill, Westow Street and Woodland Road; (b) to provide that the parking places would be in operation: (i) between the hours of 7.00 am and 7.00 pm throughout the week in the parking places outside Nos 36 to 38 Church Road and adjacent to No 57 Westow Hill in Woodland Road; (ii) between the hours of 10.00 am and 4.00 pm throughout the week in the parking places outside Nos 6 and 86 Church Road, adjacent to No 69 Westow Hill in Jasper Road, outside Nos 33 to 37 and 72/74 Westow Hill and outside Nos 2 to 4 Hollybush Terrace and Nos 59 to 63 Westow Street; (c) to specify that the use of the parking places would be restricted to goods vehciles only for the purpose of loading or unloading goods or delivering or collecting goods from premises adjacent to the parking places; (d) to restrict to 30 minutes any one period of waiting in the parking place and to prohibit the return to the same parking place of the same vehicle for a period of one hour; (e) to provide that the parking place may be suspended when necessary to facilitate the carrying out of certain functions such as building or street works, furniture removals, funerals etc. 8. The general effect of the Doctor Parking Places Order will be to designate a parking place outside Nos 60 to 64 Church Road for use by legally qualified medical practitioners, and to apply the provisions of the Croydon (Doctor Parking Places) (No 2) Order 1975, to the parking place so designated. This Order will: (a) provide that vehicles displaying a permit issued under the Order may be left in the parking place; (b) provide that the parking place would be in operation between 8.00 am and 8.00 pm on any day of the week; (c) provide that a permit may be issued by the London Borough of Croydon on application being made by a legally qualified medical practitioner; (Note: permits in respect of the parking place will be issued only in connection with the medical practice conducted at The Wellbeing Clinic, 64 Church Road, London SE19 2EZ). (d) provide that the charge in connection with the issue of permits for the use of the parking place would be £200 and that the permits would be valid for a period not exceeding 12 months; (e) specify that the provisions of the Order of 1975 shall apply generally to the parking place. 9. The existing footway parking exemption that applies on the north-west side of Church Road, outside Nos 36—rear of 32 St Aubyn’s Road will be revoked. 10. Copies of the Orders which will come into operation on 27 January 2003, of each Council’s statement of reasons for making the Orders and of maps indicating the lengths of roads to which the Orders relate can be inspected until the expiration of a period of 18 months from the date on which this notice is published during normal office hours on Mondays to Fridays inclusive at: (a) London Borough of Bromley, Civic Centre, Stockwell Close, Bromley BR1 3UH; (b) London Borough of Croydon, “One Stop” Facility, Taberner House, Park Lane, Croydon, Surrey; (c) London Borough of Lambeth, Offices of the Transport Group, 3rd Floor, Blue Star House, 234-244 Stockwell Road, London SW1 9SP. 11. Copies of the Orders may be obtained from the Director of Environmental Services, Civic Centre, Stockwell Close, Bromley BR1 3UH, Parking, Design and Implementation Section of the Parking and Technical Services Division, 1st Floor, Davis House, Robert Street, Croydon CR0 1QQ and Offices of the Transport Group, 3rd Floor, Blue Star House, 234-244 Stockwell Road, London SW9 9SP. 12. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court. 13. The Councils will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of Orders made under section 6 of the Road Traffic Regulation Act 1984. Any person may object to the making of the Orders for the purpose of such indefinite continuation within a period of 6 months beginning with the day on which the experimental Orders come into force or, if any of the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force. Any such objection must be in writing and must state the grounds on which it is made and be sent to the Order Making Section, Parking and Technical Services, Planning and Transportation Department, 1st Floor Davis House, Robert Street, Croydon CR0 1QQ. Any objection may be communicated to, or be seen by, other persons who may be affected. Westow Hill : (a) the north side: (i) between its junction with Gipsy Hill and a point 9.50 metres east of the eastern kerbline of Coopers Yard; (ii) between a point 15.00 metres east of the western flank wall of No 33 Westow Hill and its junction with Crystal Palace Parade; (b) the south side: (i) between its junction with Westow Street and the party wall of Nos 70 and 72 Westow Hill; (ii) between a point 1 metre west of the party wall of Nos 80 and 82 Westow Hill and its junction with Church Road. Westow Street : (a) the north-east side; (b) the south-west side, (i) between its junction with Central Hill and a point 4.25 metres south-east of the party wall of Nos 24 to 28 and 30 to 34 Westow Street; (ii) from a point 3 metres north-west of the south-eastern flank wall of Nos 30 to 34 Westow Street south-eastward for a distance of 8.50 metres; (iii) between a point 15 metres south-east of the south-eastern flank wall of Nos 30 to 34 Westow Street and its junction with Church Road. Woodland Road : (a) the east side, from the northern kerbline of Westow Hill to a point 1 metre north of the southern flank wall of No 4 Woodland Road; (b) the west side, from the northern kerbline of Westow Hill to a point 1 metre north of the southern flank wall of No 1 Woodland Road. The carriageways immediately surrounding the island sites situated at the junctions of Crystal Palace Parade, Anerley Hill and Westow Hill. Schedule 2 Church Road, the north-west side, between a point 7 metres south-west of the south-western kerbline of Stoney Lane and a point 1.50 metres south-west of the party wall of Nos 74 and 76 Church Road. Crystal Palace Parade, the west side, from a point 0.50 metres south of the party wall of Nos 13 and 14 Crystal Palace Parade southward for a distance of 23 metres. Jasper Road, the east side, from a point 9.50 metres north of the northern kerbline of Westow Hill northward for a distance of 15 metres. Westow Hill : (a) the north side, between a point 9.50 metres east of the eastern kerbline of Coopers Yard and a point 15 metres east of the western flank wall of No 33 Westow Hill; (b) the south side, from the party wall of Nos 70 and 72 Westow Hill to a point 1 metre west of the party wall of Nos 80 and 82 Westow Hill. Westow Street, the south-west side: (i) between a point 4.25 metres south-east of the party wall of Nos 24 to 28 and Nos 30 to 34 Westow Street and a point 3 metres north-west of the south-eastern flank wall of Nos 30 to 34 Westow Street; (ii) from a point 5.50 metres south-east of the south-eastern flank wall of Nos 30 to 34 Westow Street south-eastward for a distance of 9.60 metres.
