1. Notice is hereby given that the Westminster City Council on 8 January 2003, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Parking Place Order will be to: (a) remove the 2-hour shared-use parking place and extend the residents’ parking place on the south-east side of the south-eastern arm of Belgrave Square; and (b) provide that in respect of the residents’ parking place, the classes for which it will be available, the hours during which it will operate and all the time limits during which the vehicles may be left in the parking place will remain unchanged. 3. The general effect of the Disabled Persons’ Parking Place Order will be to provide: (a) a disabled persons’ parking place on the south-east side of the south-eastern arm of Belgrave Square; (b) that the vehicles which may be left in the disabled persons’ parking place shall be those displaying either a valid permit issued by the Westminster City Council (commonly known as the “White Westminster Exemption Badge”), or a disabled persons’ badge issued by any local authority (commonly referred to as “the blue badge”) and that they may be left without charge; (c) that the parking place will operate at all times and be subject to a maximum stay of 4 hours between 8.30 am and 6.30 pm on Mondays to Fridays. 4. The general effect of the Diplomatic Parking Places Order will be to provide 4 diplomatic parking bays on the south-east side of the south-eastern arm of Belgrave Square at which only those vehicles used by the Head and members of staff of diplomatic missions may be left at any time, without charge or time limit. 5. The Orders, and other documents giving more detailed particulars of the Orders are available for inspection between 9.00 am and 5.00 pm on Mondays to Friday inclusive, at Parkman Ltd., Third Floor, Mountbarrow House, 6-20 Elizabeth House, London SW1W 9RB, until 19 February 2003. 6. The Orders will come into force for the purposes of the placing of traffic signs, etc on 10 January 2003, and into force for all other purposes on 13 January 2003. 7. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may make application for the purpose to the High Court by 19 February 2003.
