PROPOSED EXTENSION OF WAITING RESTRICTION AND REDUCTION OF A LENGTH OF FREE PARKING PLACE IN VALLEY ROAD AND INTRODUCTION OF ADDITIONAL LIMITED TIME FREE PARKING BAYS IN HAYES LANE
1. Notice is hereby given that the Council of the London Borough of Croydon propose
to make Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road
Traffic Regulation Act 1984, as amended by the Local Government Act 1985.
2. The general effect of the Order would be to further amend the Croydon (Waiting
and Loading Restriction) Order 2001, so that waiting by vehicles, otherwise than for
the purpose of delivering or collecting goods or loading or unloading a vehicle, would
be prohibited between 1.00 pm and 2.00 pm Monday to Friday inclusive in Valley Road,
between the south-eastern boundary of No 37 Valley Road and the south-eastern boundary
of Nos 1 to 9 Lightwood Court, Valley Road.
3. The general effect of the Croydon (Free Parking Places) (Limited Time) (No Z60)
Traffic Order 2002, would be:
(a) to designate 3 free limited time parking bays in Hayes Lane as specified in the
Schedule to this notice;
(b) to provide that the parking place would be in operation between 8.00 am and 6.30
pm Monday to Friday inclusive;
(c) to specify that the use of the parking place will be restricted to goods vehicles,
passenger vehicles, motor cycles or invalid carriages only;
(d) with the exception of disabled drivers, to restrict to 30 minutes any one period
of waiting in the parking place and to prohibit the return to the same parking place
of the same vehicle for a period of one hour;
(e) to provide that the parking place may be suspended when necessary to facilitate
the carrying out of certain functions such as building or street works, furniture
removals, funerals etc;
(f) the restrictions on the use of the parking places will not apply to certain vehicles
viz, to police, fire brigade and ambulance vehicles, to broken down vehicles and those
being used in connection with building and street works or for the collection or delivery
of postal packets etc.
4. The general effect of the Croydon (Kenley) (Free Parking Places) (No Z61) Traffic
Order 2002, would be to amend the Croydon (Kenley) (Free Parking Places) (No 1) Traffic
Order 2000, to reduce a length of parking place in Valley Road replacing them with
waiting restrictions which would apply between the hours of 1.00 pm and 2.00 pm Monday
to Friday inclusive.
5. The prohibition referred to in paragraph 2 above would not apply in respect of
anything done with the permission or at the direction of a police constable in uniform
or in certain circumstances, eg the picking up or setting down of passengers; the
carrying out of statutory powers or duties; the taking in of petrol, etc, from roadside
petrol stations; to licensed street traders, etc. The usual exemption relating to
vehicles displaying a disabled person’s “Badge” will apply.
6. Copies of the proposed Orders (and of the Orders which have amended those Orders),
of the Council’s statement of reasons for proposing to make the Orders, and of a map
which indicates the length of road to which the proposed restrictions relate can be
inspected until the last day of a period of 6 weeks beginning with the date on which
the Orders were made or, as the case may be, the Council decides not to make the Orders,
during normal office hours on Mondays to Fridays inclusive, at the Enquiry Counter,
“One Stop” Facility, Taberner House, Park Lane, Croydon, Surrey.

8. Persons desiring to object to the proposed Orders should send a statement in writing
of their objection and the grounds thereof to the Order Making Section, Parking and
Technical Services, Planning and Transportation Department, 1st Floor, Davis House,
Robert Street, Croydon CR0 1QQ, quoting Ref T&P/PS/JGW/7/C60/C61/C62 by 20 November
2002.
9. The Councillors for this Ward are Jan Buttinger, Steve Hollands and Stephen O’Connell.
10. The proposed Orders are intended to amend the Kenley Controlled Parking Zone
to extend the existing one hour off-peak waiting restriction between 1.00 pm and 2.00
pm Monday to Friday inclusive beyond Lightwood Court in Valley Road to aid visibility
for access to the block of flats. A length of parking place in Valley Road will be
reduced to be replaced by waiting restrictions between 1.00 pm and 2.00 pm Monday
to Friday inclusive to aid residents to manoeuvre into their respective drives. In
Hayes Lane 3 additional limited time free parking bays will be introduced between
the hours of 8.00 am and 6.30 pm Monday to Friday inclusive, and would be limited
to 30 minutes to assist the turnover of trade for the shops.

Hayes Lane, the south-east side,
(a) between a point 11.5 metres south-west of the south-western kerbline of Godstone
Road south-westward for a distance of 5.5 metres; (1 bay.)
(b) between a point 2.5 metres north-east of the south-western flank wall of No 60
Godstone Road south-westward for a distance of 12 metres. (2 bays.)
