THE CITY OF WESTMINSTER (WAITING AND LOADING RESTRICTION) (AMENDMENT NO 34) ORDER 2002
HATHERLEY GROVE

1. Notice is hereby given that the Westminster City Council proposes on 10 July 2002, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Parking Places Order will be to remove the residents parking place and lengthen by one bay the 2 hour metered parking place on the south-west side of Hatherley Grove near its junction with Westbourne Grove and to remove the gap between the residents’ parking places on the north-east side of Hatherley Grove. 3. The Order will provide that in respect of the parking place, the classes of vehicles for which they will be available and the hours during which they will operate will remain unchanged. 4. The general effect of the Waiting and Loading Restriction Order will be to further amend the City of Westminster (Waiting and Loading Restriction) Order 2002 so that: (a) in the lengths of street specified in the Schedule to this notice, the hours during which the existing prohibition applies on: (i) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be changed so that it will apply at any time; (ii) waiting by vehicles for more than 20 minutes in the same place for the purpose of delivering or collecting goods or loading or unloading a vehicle will be changed so that it will apply between 11.00 am and 6.30 pm throughout the week; and (b) the solo motorcycle parking bay on the south-west side of Hatherley Grove will be relocated and extended by 3 metres to provide additional parking for solo motorcycles. 5. The Orders, which will come into force for the purposes of the placing of traffic signs etc on 13 July 2002, and for all other purposes on 15 July 2002, and other documents giving more detailed particulars of the Orders are available for inspection, between 9.00 am and 5.00 pm on Mondays to Fridays inclusive, at Parkman Ltd, Mountbarrow House, 6-20 Elizabeth Street, London SW1W 9RB, until 21 August 2002. 6. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder, has not been complied with in relation to either of the Orders may make application for the purpose to the High Court by 21 August 2002. Schedule Hatherley Grove: (a) between the north-western kerbline of Westbourne Grove and a point 5.5 metres north-west of that kerbline; (b) the north-east side, between a point 1 metre north-west of the common boundary of Nos 29 and 31 Hatherley Grove and the north-westernmost extremity of Hatherley Grove; (c) the north-west side; (d) the south-west side: (i) between the common boundary of Nos 29 and 31 Hatherley Grove and the north-westernmost extremity of Hatherley Grove; (ii) between a point 29.5 metres north-west of the north-western kerbline of Westbourne Grove and a point 38 metres north-west of that kerbline. Statement of Reasons In order to satisfy a request from a local resident to provide “at any time” waiting restrictions across the entrance to Burdett Mews, Hatherley Grove, and to satisfy a request from the South-East Bayswater Residents’ Association to provide additional parking in Hatherley Grove. 11 July 2002.
