ZONE 5F EXTENSION
1. Notice is hereby given that the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, propose to make the above-mentioned Orders under sections 6 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984. 2. The general effect of the Orders will be: (a) to introduce waiting restrictions operating at the times indicated in the roads specified in Schedule 1 to this notice; (b) to introduce permit-holder bays in the roads detailed in Schedule 2 to this notice; (c) to introduce free parking bays in the roads detailed in Schedule 3 to this notice. 3. Nothing in these Orders will apply to anything done with the permission or at the direction of a police constable in uniform. 4. Exemptions to 2(a) above are provided in the Order to permit vehicles to wait: (a) to enable passengers to board or alight and to load or unload their personal luggage; (b) for up to 20 minutes for the purpose of delivering and collecting goods or loading/unloading the vehicle at premises adjacent to the street; (c) if they are being used to maintain the road or the services therein or by local authorities or the Post Office in pursuance to statutory powers and duties. 5. A copy of the proposed Orders, plans identifying the areas affected by the proposed Orders and the Council’s statement of reasons for making the Orders can be inspected during the Council’s normal office hours Mondays to Fridays at the main reception, Merton Civic Centre, London Road, Morden, Surrey. 6. Any person desiring to object to the proposed Orders should send a statement in writing of their objections and the grounds thereof to the Environmental Services Department (Ref SGE) at the Merton Civic Centre, London Road, Morden, Surrey SM4 5DX, no later than 8 March 2002. Schedule 1 Waiting Restrictions operating at all times Kingston Road, north-west side: (a) from the north-east kerbline of Quintin Avenue north-eastwards for a distance of 9 metres from that kerbline; (b) from the south-west kerbline of Quintin Avenue south-westwards for a distance of 9 metres from that kerbline; (c) from the north-eastern kerbline of Richmond Avenue north-eastwards for a distance of 9 metres from that kerbline; (d) from the south-western kerbline of Richmond Avenue south-westwards for a distance of 9 metres from that kerbline. Quintin Avenue: (a) on the north-east side, from the north-western kerbline of Kingston Road for a distance of 9 metres from that kerbline; (b) on the south-west side, from the north-western kerbline of Kingston Road for a distance of 9 metres from that kerbline. Richmond Avenue: (a) on the north-east side, from the north-west kerbline of Kingston Road for a distance of 9 metres from that kerbline; (b) on the south-west side, from the north-west kerbline of Kingston Road for a distance of 9 metres from that kerbline. Waiting Restrictions operating Monday to Friday 8.30 am to 6.30 pm Kingston Road: (a) on the north-west side, from the common boundary of 287-289 Kingston Road to the north-east kerbline of Quintin Avenue; (b) on the north-west side, from the south-west kerbline of Quintin Avenue to the north-east kerbline of Richmond Avenue; (c) on the north-west side, from the south-west kerbline of Richmond Avenue to the common boundary of 311-313 Kingston Road. Quintin Avenue, on both sides, from the north-western kerbline of Kingston Road to the dul-de-sac end. Richmond Avenue, on both sides, from the north-western kerbline of Kingston Road to the cul-de-sac end. Schedule 2 Permit Holder Bays, Permits valid Monday to Friday, 8.30 am to 6.30 pm Quinton Avenue: (a) on the north-east side from the common boundary of 2 and 4-6 north-westwards to a point 5 metres from the cul-de-sac end; (b) on the south-west side from the rear boundary of 293 Kingston Road north-westwards to a point 5 metres from the cul-de-sac end. Richmond Avenue: (a) on the north-east side, from a point 9 metres north-west of the north-western kerbline of Kingston Road to a point 9 metres from the cul-de-sac end. (b) on the south-east side, from a point 9 metres north-west of the north-western kerbline of Kingston Road to a point 9 metres from the cul-de-sac end. Schedule 3 Free Parking Places, 20 minutes maximum, no return within 1 hour, operating Monday to Friday 8.30 am to 6.30 pm Quintin Avenue: (a) on the north-east side, from a point 9 metres from the north-west kerbline of Kingston Road to the common boundary of 2 and 4-6 Quintin Avenue; (b) on the south-west side, from a point 9 metres from the north-west kerbline of Kingston Road to the rear boundary of 293 Kingston Road. 14 February 2002.
