Notice is hereby given that the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, propose to make the above-mentioned Orders under sections 6 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984. 2. The general effect of the Orders will be: (a) to introduce waiting restrictions operating at the times indicated in the roads specified in Schedule 1 to this notice; (b) to introduce loading restrictions, operating at the times indicated in the roads specified in Schedule 2 to this notice; (c) to introduce permit-holder bays in the roads detailed in Schedule 3 to this notice; (d) to introduce pay and display bays in the roads detailed in Schedule 4 to this notice. 3. Nothing in these Orders will apply to anything done with the permission or at the direction of a police constable in uniform. 4. Exemptions to 2(a) above are provided in the Order to permit vehicles to wait: (a) to enable passengers to board or alight and to load or unload their personal luggage; (b) for up to 20 minutes for the purpose of delivering and collecting goods or loading/unloading the vehicle at premises adjacent to the street; (c) if they are being used to maintain the road or the services therein or by local authorities or the Post Office in pursuance to statutory powers and duties; (d) if being used for fire brigade, police or ambulance purposes. 5. A copy of the proposed Orders, plans identifying the areas affected by the proposed Order and the Council’s statement of reasons for making the Orders can be inspected, during the Council’s normal office hours Mondays to Fridays, at the Main Reception, Merton Civic Centre, London Road, Morden, Surrey. 6. Any person desiring to object to the proposed Orders should send a statement in writing of their objections and the grounds thereof to the Environmental Services Department (Ref. SGE) at the Merton Civic Centre, London Road, Morden, Surrey SM4 5DX, no later than 9th March 2001. R. Schedule 1 Waiting Restrictions operating at all times Clifton Road: South-east, both sides, between the north-west kerb-line of Ridgway and a point 14 metres north-west of that kerb-line. North-west, both sides, between the south-eastern kerb-line of Southside Common and a point 20 metres south-east of that kerb-line. Lauriston Road: North-east side: (a) between the north-west kerb-line of Ridgway and a point 28 metres north-west of that kerb-line; (b) between the south-eastern kerb-line of Southside Common and a point 9 metres south-east of that kerb-line. South-west side: (a) between the north-west kerb-line of Ridgway and a point 18 metres north-west of that kerb-line; (b) between the south-eastern kerb-line of Southside Common and a point 9 metres south-east of that kerb-line. Murray Road: The stirrup, north-eastern arm outer kerb-line, between a point 10 metres north-east of the north-eastern kerb-line of Murray Road, for 90 degrees to the south-eastern kerb-line of Southside Common. The stirrup, north-western arm, inner kerb-line, from the south-east kerb-line of Southside Common, for 180 degrees to the north-west kerb-line of Southside Common. The stirrup, south-western arm outer kerb-line, from the south-western kerb-line of Murray Road, for 90 degrees to the south-eastern kerb-line of Southside Common. Ridgway: North-west side: (a) from a point 17 metres north-east of the north-eastern kerb-line of Lauriston Road, south-westwards, to a point 12 metres south-west of the south-western kerb-line of Lauriston Road; (b) from a point 9 metres north-east of the north-eastern kerb-line of Clifton Road, south-westwards, to a point 9 metres south-west of the south-western kerb-line of Clifton Road. Lauriston Road: North-east side, between a point 28 metres north-west of the kerb-line of Ridgway and a point 11 metres south-east of the south-eastern kerb-line of Southside Common. South-west side, between a point 18 metres north-west of the kerb-line of Ridgway and a point 9 metres south-east of the south-eastern kerb-line of Southside Common. Murray Road: North-east side, between the north-west kerb-line of Ridgway and a point 10 metres south-east of the south-eastern kerb-line of the stirrup end.
