PROPOSED AMENDMENTS TO CONTROLLED PARKING ZONE “D”
THE CITY OF WESTMINSTER (PARKING PLACES) (NO.  ) ORDER 2000
THE CITY OF WESTMINSTER (WAITING AND LOADING RESTRICTION) (AMENDMENT NO.  ) ORDER 2000

Notice is hereby given that the Westminster City Council propose to make the above-mentioned Orders under sections 6, 45, 49, and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.
2. The general effect of the Orders would be to:
(a) convert certain 2-hour metered parking places in:
(i) Ambrosden Avenue and Causton Street, to 2-hour “pay and display” parking places;
(ii) Artillery Row, Causton Street, Herrick Street, Little College Street, Marsham Street, Palace Street, Queen Anne’s Gate, Rutherford Street to 2-hour “shared use” parking places;
(iii) Francis Street, Horseferry Road, Little College Street, Medway Street, Old Queen Street, Rochester Row, Smith Square and Vincent Square to residents’ parking places;
(iv) Howick Place to a 4-hour “pay and display” parking place;
(v) Little College Street to a solo motorcycle parking area;
(b) convert certain 4-hour metred parking places in:
(i) Dean Trench Street a 4-hour “pay and display” parking place;
(ii) John Islip Street to a 4-hour “shared use” parking place;
(iii) Morpeth Terrace to a solo motorcycle parking area.
3. The Parking Places Order would provide that:
(a) the parking places would operate between 8.30 a.m. and 6.30 p.m. on Mondays to Fridays inclusive (except Christmas Day, Good Friday and Bank Holidays):
(b) vehicles which may be left in the “pay and display” parking places during the permitted hours would be passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages upon payment of the appropriate charge and displaying a relevant ticket issued by a ticket parking meter;
(c) vehicles which may be left in the “shared use” parking place during the permitted hours would be either those displaying a valid parking card bearing the letter “D” or those of the class specified in sub-paragraph (b) above displaying a relevant ticket issued by a ticket parking meter;
(d) vehicles which may be left in the residents’ parking place during the permitted hours would be those displaying a valid parking card bearing the letter “D”;
(e) the rate of charge at the “pay and display” and “shared use” parking places would be £1.50 per hour, except in Old Queen Street, Palace Street and Queen Anne’s Gate where the rate of charge would be £3.00 per hour;
(f) the charge for a residents’ parking card will be 90 pence per day (in respect of a parking token) or £26 for 3 months or £90 for 12 months (in respect of a season ticket);
(g) a residents’ parking card bearing the letter “D” will be issued by the City Council, on application being made together with payment of the appropriate charge to any person residing within the controlled parking zone who is the owner of a vehicle of the class specified in sub-paragraph (b) above.
4. The Orders, and other documents giving more detailed particulars of the Orders are available for inspection, between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive, at Parkman Ltd., Mountbarrow House, 6-20 Elizabeth Street, London SW1W 9RB, until 6 weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders.

6. Any objections or other representations about the proposed Orders should be sent in writing to the Council’s agents, Parkman Ltd., Mountbarrow House, 6-20 Elizabeth Street, London SW1W 9RB, quoting Ref. 28389/WES1732/ORD/2320 by 20th October 2000. All objections must specify the grounds on which they are made.
