PROPOSED LEYTON CONTROLLED PARKING ZONE AND NEW WAITING RESTRICTIONS IN PARTS OF GROVE GREEN ROAD, LONDON, E.11, LANGTHORNE ROAD, LONDON E.11 AND MILTON ROAD, LONDON E.17
Notice is hereby given that the Council of the London Borough of Waltham Forest (hereinafter called “the Council”), propose to make the above-mentioned Orders under sections 6, 45, 45, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, the Road Traffic (Parking) Act 1986, the Parking Act 1989 and the Road Traffic Act 1991. The general effect of the Orders would be to introduce a controlled parking zone in the vicinity of Leyton (London Transport) Station, in the area approximately bounded by Maud Road and Trelawn Road, in the north, Westdown Road and part of York Road in the west, Etchingham Road and Frith Road in the south and Elmore Road and Calderon Road in the east, by the provision of additional, or varying certain existing waiting restrictions and the provision of residents’/business/visitors’ shared parking places and free short-term parking places. The controlled zone would include the streets and lengths of streets specified in Schedule 1 to this Notice. The further general effects of the Orders would be: (a) in respect of the Waltham Forest (Leyton) (Parking Places) Order 199, to provide that— (i) business/residents’/visitors’ permit parking places would be designated on the streets specified in Schedule 2 to this Notice to operate between the hours of 10 a.m. and 4 p.m. on Mondays to Fridays inclusive, any such day not being Christmas Day, Good Friday or a Bank Holiday (“the controlled hours”); (ii) business permits may be issued to businesses within the zone at a cost of £20 for 1 month, £50 for 3 months, £95 for 6 months or £175 for 12 months.; (Note: business permits may be issued to certain charities at reduced rates at the discretion of the Council’s Head of Highways and Services); (iii) residents’ parking permits may be issued to residents within the zone at a cost of £5 for 1 month or £25 for 12 months; (iv) visitors’ parking permits may be issued to residents, businesses and tradespersons within the zone at a cost of £5 a book and that each book shall consist of either 10 visitors’ parking permits, each of which allows parking for a maximum period of 5 hours, or 20 visitors’ parking permits, each of which allows parking for a maximum period of 2 hours or 30 visitors’ parking permits, each of which allows parking for a maximum period of 1 hour. (Note: visitors’ parking permits may be issued to certain charities and Council staff (at the same cost) at the discretion of the Council’s Head of Highways and Services); (v) certain vehicles may wait in the parking places free of charge in certain circumstances, e.g., to allow passengers to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes) and vehicles left by specified disabled persons (no time limit); (b) in respect of the Waltham Forest (Leyton) (Free Parking Place) (No. ) Order 199, to provide that free parking places would be designated on part of the streets specified in Schedule 3 of this Notice for use during the controlled hours for a maximum parking period of 30 minutes with no return within 2 hours. Notes: (i) the existing free short stay parking place on the south-east side of Trelawn Road near the junction of High Road, Leyton, imposed by the Waltham Forest (Various Roads) (Free Parking Places) Order 1996 would be revoked and replaced with a longer business/residents’/ visitors’ permit parking place; (ii) the exemptions referred to in sub-paragraph (a) (v) above would apply; (c) in respect of the Waltham Forest (Waiting and Loading Restriction) (Amendment No. ) Order 199, to further amend the Waltham Forest (Waiting and Loading Restriction) Order 1977, so that: (i) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited; (a) between 10 a.m. and 4 p.m. on Monday to Fridays inclusive in the streets and certain parts of the streets sepcified in Schedule 4 to this Notice; (b) at any time at certain locations in the streets and part of the street specified in Schedule 5 to this Notice which are either at junctions or other places where it would be dangerous to allow vehicles to park; Note: The existing waiting restrictions operating between 8 a.m. and 6.30 p.m. on Mondays to Saturdyas inclusive in High Road, Leyton, between Maud Road, and Westdown Road/Calderon Road, would be revoked. The existing waiting restrictions operating between the above-mentioned hours in High Road, Leyton, between Westdown Road/Calderon Road and Etchingham Road would remain unchanged, except that they would not apply in any designated parking places. The existing loading restrictions in High Road, Leyton between Maud Road and Etchingham Road would be unaffected. (ii) the existing waiting restrictions operating between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in certain lengths of the streets specified in Schedule 6 to this notice which are situated near the junction of High Road, Leyton would either remain unchanged or be shortened or lengthened slightly to coincide with the start of the designated parking places in these roads; (iii) the existing waiting restrictions operating between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in respect of a certain length of York Road would be changed so that it would operate between 10 a.m. and 4 p.m. on Mondays to Fridays inclusive, and the existing loading restrictions operating between 8 a.m. and 9.30 a.m., and between 4.30 p.m. and 6.30 p.m. on Mondays to Saturdays inclusive, at the same location would be revoked. (iv) the waiting restrictions referred to in sub-paragraphs (i) and (ii) above would apply, except in any designated parking places; (v) exemptions for certain vehicles and persons to the restrictions referred to in sub-paragraphs (i) and (ii) above are contained within the above-mentioned Order of 1977. A copy of each of the Orders, of the above-mentioned Orders of 1996 and 1977 (and of the Orders which have amended those Orders, where applicable), of the Council’s statement of reasons for proposing to make the Orders and plans showing the locations and effects of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders are made, or as the case may be, the Council decides not to make the Orders at (a) The Information Desk, Town Hall, Forest Road, Walthamstow, London E.17; (b) The Reception Desk, Municipal Offices, 16 The Ridgeway, Chingford, London E.4; and (c) The Information Office, Municipal Offices, High Road, Leyton, London E.10.
