NOTICE OF AN APPLICATION FOR CONSENT TO CONSTRUCT AND OPERATE A COMBINED HEAT AND POWER PLANT WITH STEAM AND WATER CONNECTIONS TO CARGILL PLC AND ELECTRICITY CONNECTIONS TO MERSEY DOCKS AND HARBOUR COMPANY LIMITED AT THE PORT OF LIVERPOOL IN THE METROPOLITAN BOROUGH OF SEFTON
Notice is hereby given that PowerGen CHP Ltd. has applied under section 36 of the Electricity Act 1989 for the consent of the Secretary of State for Trade and Industry to construct and operate a Combined Heat and Power Plant on land within the Mersey Docks and Harbour Company’s Port of Liverpool in the Metropolitan Borough of Sefton, and for a direction under section 90(2) of the Town and Country Planning Act 1990, that planning permission for the development be deemed to be granted. The new Combined Heat and Power Plant, which would be known as the Port of Liverpool CHP, would have a total electrical capacity of approximately 50 Megawatts (MW) and would supply approximately 80 tonnes of steam per hour to consumers on the Port of Liverpool site. It would comprise new plant, including gas turbine, heat recovery steam generator, steam turbine and associated auxiliaries. The plant would be located centrally in the dock area and would include a pipeline for conveying steam to, and condensate from the Cragill processing plants at Seaforth and Brocklebank Docks. The main fuel for the CHP plant would be Natural Gas that would be transported to the site by pipeline. A plan showing the land to which it relates together with copies of the Environmental Report which discusses the development in detail and presents an analysis of the environmental implications are available for inspection by members of the public during normal office hours at Sefton Borough Council, Vermont House, 375 Stanley Road, Bootle L20 3RY. Copies of the Environmental Report (for which a discretionary charge of £30 per copy may be requested), or the Non-Technical Summary (available free of charge), may be obtained by writing to PowerGen CHP Ltd., c/o D. Any objections should be made in writing to the Secretary of State for Trade and Industry, c/o Zone 152, 1 Victoria Street, London SW1H 0ET, stating the name of the project and the grounds for the objection, not later than 20th November 1999 (28 days from the date of the second publication in The Liverpool Post and Echo ).
