THE A63 TRUNK ROAD (SELBY FORK AND BOOT AND SHOE JUNCTIONS SIDE ROADS) ORDER 1999

The Secretary of State for the Environment, Transport and the Regions, hereby gives notice that he has made the following Scheme and Orders:
1. The A1 Motorway (Ferrybridge to Hook Moor Section and Connecting Roads) Scheme 1999.
A Scheme under sections 16, 17, 19 and 106 of the Highways Act 1980, authorising him:
(1) to provide for the exclusive use of traffic of classes I and II of the classes of traffic set out in Schedule 4 to the Highways Act 1980:
(a) a special road (the Motorway) from a point 1.68 kilometres south of its junction with the M62 Motorway then going in a generally northerly direction for a distance of 15.59 kilometres;
(b) and special roads to connect the Motorway as follows:
(i) Junction with the M62 Motorway at Holmfield:
Two routes to connect the southbound carriageway of the Motorway with the eastbound carriageway of the M62 Motorway at Holmfield;
Two routes to connect the northbound carriageway of the Motorway with the westbound carriageway of the M62 Motorway at Holmfield;
A route to connect the southbound carriageway of the Motorway with the westbound carriageway of the M62 Motorway at Holmfield, and
A route to connect the eastbound carriageway of the M62 Motorway with the northbound carriageway of the Motorway at Holmfield.
(ii) Junction with the Trunk Road (A63) at Selby Fork:
Two routes to connect the northbound carriageway of the Motorway with a roundabout to be constructed as part of the A63 at Selby Fork Junction; and
Two routes to connect the southbound carriageway of the Motorway with a roundabout to be constructed as part of the A63 at Selby Fork Junction.
(2) authorise him to construct as part of the Motorway a bridge over the navigable waters of the River Aire;
(3) provide for each of the new special roads to newly constructed road on the date when the Scheme comes into force;
(4) become a trunk road insofar as it will consist of:
2. The A1 Motorway (Ferrybridge to Hook Moor Section Side Roads) Order 1999.
An Order under sections 12, 18, 106 and 125 of the Highways Act 1980, in relation to the A1 Motorway which will be situated between a point 1.68 kilometres south of its junction with the M62 Motorway to a point near Micklefield Plantation, a distance of 16.04 kilometres which will:
(1) authorise him to:
(a) improve highways,
(b) stop up highways,
(c) construct new highways,
(d) stop up private means of access to premises,
(e) provide new means of access to premises, and
(f) construct a bridge over the navigable waters of the River Aire,
all in the vicinity of the route of the Motorway mentioned above, and
(2) provides for the transfer of each new highway to the Highway Authority specified for it in the Order as from the date on which he notifies them that it has been completed and is open for traffic.
3. The A1 Motorway (East of Micklefield Appropriation) Order 1999.
An Order under section 18 of the Highways Act 1980, which will provide that the length of trunk road described in the Schedule to the Order, and which is comprised in the route of a special road which he proposes to provide in accordance with the A1 Motorway (Ferrybridge to Hook Moor Section and Connecting Roads) Scheme 1999, shall be appropriated as part of that special road from the date on which that road is first open for use as a special road.
4. The A1 Trunk Road (Spitalgap Lane to Trinity Farm) Order 1999.
An Order under sections 10 and 41 of the Highways Act 1980, which will provide roads which he proposes to construct along the following routes shall become trunk roads from the date when the Order comes into force:
(a) A route starting on the A1, 30 metres north of its junction with Spitalgap Lane, Darrington, then going in a generally northerly direction to a point 185 metres south of the entrance to Trinity Farm, a distance of 915 metres.
(b) A route starting on on the A1, 350 metres south of the entrance to Trinity Farm, then going in a generally southerly direction to a point 195 metres north of the junction with Spitalgap Lane, Darrington, a distance of 530 metres.
5. The A1 Trunk Road (Spitalgap Lane to Trinity Farm and Micklefield Side Roads) Order 1999.
An Order under sections 12, 14 and 125 of the Highways Act 1980, in relation to the A1 Trunk Road and the new Trunk Roads to be constructed by him in the Metropolitan District of Wakefield and the City of Leeds, both in the county of West Yorkshire and in the District of Selby, in the county of North Yorkshire which will:
(1) authorise him to:
(a) improve highways;
(b) stop up highways;
(c) construct new highways;
(d) stop up private means of access to premises;
(e) provide new means of access to premises;
all in the vicinity of the route of the new roads mentioned above, and
(2) provides for the transfer of each new highway to the Highway Authority specified for it in the Order as from the date on which he notifies them that it has been completed and is open for traffic.
6. The A1 Trunk Road (Ferrybridge to Selby Fork Junction) (Detrunking) Order 1999.
An Order under sections 10 and 12 of the Highways Act 1980, which wil provide that lengths of the A1 Trunk Road to be superseded by the Motorway shall cease to be a trunk road, as from the date on which the Secretary of State notifies Leeds City Council, Wakefield Metropolitan District Council and North Yorkshire County Council (who will become the highway authorities responsible for that length within their respective areas) that the Motorway is open for traffic.
7. The A63 Trunk Road (Selby Fork and Boot and Shoe Junctions) Order 1999.
An Order under sections 10 and 41 of the Highways Act 1980, which will provide that roads which he proposes to construct along the following routes shall become trunk roads from the date when the Order comes into force:
(a) A route starting on the A63, 300 metres east of its junction with the Trunk Road (A1) then going in a generally easterly direction for a distance of 100 metres where it connects to a roundabout to be constructed as part of the Selby Fork Junction and then going generally eastwards again for a distance of 172 metres where it connects to another roundabout constructed as part of the Selby Fork Junction and then going generally eastwards again for a distance of 120 metres where it rejoins the Trunk Road (A63).
(b) A route starting on the A63, 250 metres west of its junction with the Trunk Road (A1) then going in a generally north-easterly direction for a distance of 180 metres where it connects to a roundabout to be constructed at its junction with the Trunk Road (A1).
8. The A63 Trunk Road (Selby Fork and Boot and Shoe Junctions Side Roads) Order 1999.
An Order under sections 14 and 125 of the Highways Act 1980, in relation to the A63 Trunk Road and the new Trunk which will:
(1) authorise him to:
(a) stop up highways;
(b) construct new highways;
(c) stop up private means of access to premises;
(d) provide new means of access to premises,
all in the vicinity of the route of the new roads mentioned above, and
(2) provides for the transfer of each new highway to Leeds City Council as highway authority from the date on which he notifies them that it has been completed and is open for traffic.

They are respectively numbered S.I. 1999/2273 (priced £2.00), 1999/2274 (priced £1.00), 1999/2272 (priced £1.00), and 1999/2275 (priced £1.00). Copies of the Orders numbered 2, 3, 5 and 8 above can be obtained from the Highways Agency, City House, PO Box 206, New Station Street, Leeds LS1 4UR.
Any person aggrieved by the Scheme or Orders mentioned in this notice who desires to question its validity, or the validity of any provision in it, on the ground that it is not within the powers of the Highways Act 1980, or any requirement of the Act or of regulations made under that Act has not been complied with in relation to that Scheme or Order, may apply to the High Court within 6 weeks from the date of first publication of this notice. On such application, the Court may suspend or quash that Order or any provision in it.
