TRAFFIC MANAGEMENT ORDER 1999 NOS. 573 AND 574 THE ISLINGTON (ARSENAL EVENT DAYS) (WAITING RESTRICTIONS) EXPERIMENTAL TRAFFIC MANAGEMENT ORDER 1999 THE ISLINGTON (ARSENAL EVENT DAYS) (PRESCRIBED ROUTES) (NO. 134) EXPERIMENTAL TRAFFIC MANAGEMENT ORDER 1999
Made 30th July 1999 Coming into operation 7th August 1999 Notice is hereby given that the Islington Borough Council having consulted the Commissioner of Police of the Metropolis, in exercise of the powers conferred by section 9 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, and of all other powers thereunto enabling have made the following Orders: 1. Those Orders shall come into operation on 7th August 1999, and may be cited as The Islington (Arsenal Event Days) (Prescribed Routes) (No. 134) Experimental Traffic Order 1999 and The Islington (Arsenal Event Days) (Waiting Restrictions) Experimental Traffic Management Order 1999. 2. In this Order: “enactment” means any enactment, whether public, general or local and including any Order, byelaw, Rule, regulation, scheme or other Instrument having effect by virtue of an enactment and any reference in this Order to any enactment shall be construed as a reference to that enactment as amended, applied, consolidated, re-enacted or as having effect by virtue of any subsequent enactment. 3. The general effect of these Orders will be that certain traffic restrictions to certain streets in the vicinity of Arsenal Stadium which were previously in force under Commissioner’s Direction will be in force under these Orders. The Orders will provide that, in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Group Planning Officer of the Council’s Highways Planning and Transportation Group, or some person authorised in that behalf by him may, if it appears to him or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Order or any provision thereof. Copies of the Orders are available for inspection during normal office hours in the Legal Department (Commercial and Environment), Town Hall, Upper Street, London N.1. Please ask for reference LE/C/HGF. (i) The London Borough of Islington will be considering in due course whether the provisions of the Experimental Orders should be continued in force indefinitely. (ii) That within a period of 6 months: (a) beginning on the day on which the Experimental Orders came into force, or (b) if those Orders are varied by other Orders or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification came into force any person may object to the making of an Order for the purpose of such indefinite continuation. (i) that any such objection must: (a) be in writing; (b) state the grounds on which it is made; and (c) be sent to an address specified for the purpose in the notice of making. The address is shown in paragraph 3 of this notice. 4. Nothing in Article 2 of this Order shall apply in relation to: (a) any vehicle being used for fire brigade, ambulance or police purposes in an emergency, entering any part of the prohibited area. 5. Nothing in Article 3 in this Order shall apply to: (a) anything done with the permission or at the direction of a police constable in uniform; or (b) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to section 66 or section 67 of the Road Traffic Regulations Act 1984; or (c) in relation to a vehicle being used for ambulance, fire brigade or police purposes in an emergency. 6. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Group Planning Officer (Traffic and Transportation) of Islington Borough Council for the time being or some person authorised in that behalf by him may, if it appears to him or that person essential in the interests of the expeditious, convenient and safe movement of traffic or preserving or improving amenities of the area through which any road affected by this Order runs, modify or suspend this Order or any provision thereof.
