PROPOSED WEST HAM STATION CONTROLLED PARKING ZONE

Notice is hereby given that the Council of the London Borough of Newham propose to make the Newham (West Ham) (Parking Places) (Special Parking Area) (No. ) Order 199, and the Newham (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. ) Order 199, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, and the Road Traffic Act 1991.
2. The general effect of the Orders would be to introduce a system of controlled parking which would operate between the hours of 8 a.m. and 9 p.m. daily (the “controlled hours”) in the area of West Ham generally bounded on the north by the Northern Outfall Sewer Embankment; on the east by Memorial Recreation Ground, Ronald Avenue and Lester Avenue; on the south by Lester Avenue and Godbold Road; and on the west by Manor Road (the “controlled parking zone”).
3. The Parking Places Order would provide for parking places in the streets listed in the Schedule to this Notice for use in connection with the parking of vehicles by:

(i) resident permit holders of the controlled zone (permits valid for 12 months would cost £15 for the first vehicle in any one household; a permit for a second vehicle would cost £30 and thereafter £50 per vehicle, permits would also be available for 3 and 6 months at pro rata charges);
(ii) residents’ visitor permit holders, at a rate of 30 pence for 6 hours by use of cards initially with a total value of £3;
(iii) business permit holders (for essential users only), at a cost of £200 for 12 months, permits would also be available for 3 and 6 months at pro rata charges;
(iv) casual business permit holders, at a cost of £2 per day (maximum period of use would be 5 days at a time);
(v) discretionary residents’ visitor permit holders (issued in exceptional circumstances at the discretion of the Council).

Note:
(i) only passenger vehicles (12 seats or less) and goods carrying vehicles (the overall height and length of which does not exceed 2.3 metres respectively), and invalid carriages displaying a valid permit as described above, may be left in the parking places;
(ii) certain vehicles may wait in the parking places free of charge in certain circumstances, eg to allow persons to board or alight (maximum 2 minutes), to load or unload goods (maximum 20 minutes) and vehicles left by specified disabled persons (no time limit);
(iii) motor-cycles and pedal cycles would be allowed to park free of charge in the parking places.

4. The Waiting and Loading Restrictions Order would provide that:

(a) 8 a.m. to 9 p.m. daily waiting restrictions would generally be introduced throughout the controlled parking zone, replacing any existing restrictions;
(b) restrictions on waiting or loading “at any time” would apply in:
(i)  Alan Hocken Way, from the eastern kerb-line of Manor Road eastward for a distance of 25 metres;
(ii)  Manor Road:
(a) on both sides, between the south-easternmost wall of Nos. 1 to 23 Alan Hocken Way and the northern kerb-line of Memorial Avenue;
(b) on the west side, between the northern kerb-line of Memorial Avenue and a point 20 metres south of the southern kerb-line of Godbold Road;
(iii)  Memorial Avenue, between its junction with Manor Road and the western kerb-line of Durban Road (except that loading would be permitted on the south side).

5. Copies of the proposed Orders, and of documents giving more detailed particulars of the Orders, can be inspected until 6 weeks from the date on which the Order is made or until the proposal is withdrawn, as appropriate, during normal office hours on Mondays to Fridays inclusive at the offices of the Director of Environment, 25 Nelson Street, East Ham, London E6 6EH.

7. Any objections to or other representations about the proposed Orders should be sent in writing to the Director of Environment, London Borough of Newham, 25 Nelson Street, East Ham, London E6 6EH, by 6th August 1999, quoting Ref. Env/PMU/NB. All objections or representations must specify the grounds on which they are made.
8. Persons objecting to the proposed Orders should be aware that in view of the Local Government (Access to Information) Act 1985, this Council may be legally obliged to make any comments in response to this notice open to public inspection.
