THE TRANSPORT AND WORKS ACT 1992 THE TRANSPORT AND WORKS (APPLICATIONS AND OBJECTIONS PROCEDURE) RULES 1992
THE LONDON INTERNATIONAL FREIGHT EXCHANGE (MODIFICATION) ORDER
Notice is hereby given that application is being made by Argent (L.I.F.E.) Plc (“the Company”) to the Secretary of State for the Environment, Transport and the Regions, Department of the Environment, Transport and the Regions, c/o the TWA Processing Unit, Zone 3/11, Great Minster House, 76 Marsham Street, London SW1P 4DR, for an Order (“the Modification Order”) under section 1 of the Transport and Works Act 1992 for purposes of which the following is a concise summary: 1. To authorise the Company to construct and maintain and to alter railways and other rail infrastructure and ancillary and associated works and apparatus in the London Borough of Hillingdon. The works include a new holding line and additions and alterations to existing railway lines forming part of the Great Western Line through and in the vicinity of West Drayton Station; modification of existing and proposed links between the Great Western Line and the Poyle Freight Line including modified and improved connections between the new and altered lines and the east facing link between the Poyle Freight Line and the Great Western Line; turnouts to goods sidings; replacement of the bridge carrying Kingston Lane over the Great Western Line; realignment of an access road; and works at West Drayton Station including alteration, reconstruction, relocation and provision of platforms, buildings, access arrangements, subways and other facilities. The new holding line and alterations to existing and proposed railway lines, and related replacement of a bridge and realignment of an access road, would be in lieu of a proposed railway line (Work No. 4), parts of two other proposed railway lines (Works Nos. 3 and 3A) and realignment of an access road (Work No. 3B), which the London International Freight Exchange Order (“the Principal Order”) already applied for would authorise. 2. To adapt and apply powers and provisions of the Principal Order in relation to and for the purposes of the works authorised by, and provisions of, the Modification Order, including application of powers to deviate during construction, powers to acquire land compulsorily and to use land temporarily, including extension of the time limit for exercise of those powers, within the limits of deviation and of land to be used temporarily shown on the plans for the Modification Order, and powers to stop up streets. And notice is further given that: (a) In respect of the development described above application is being made to the Secretary of State for deemed planning permission subject to the reservation of certain specified matters for subsequent approval by the local planning authority. (b) Waiver directions have been given by the Secretary of State in respect of certain provisions of the Transport and Works (Applications and Objections Procedure) Rules 1992 and form one of the documents submitted with the application. (c) A copy of the application for the Modification Order and of all plans and other documents submitted with it may be inspected, free of charge, on 29th June 1999 until 10th August 1999; during normal office hours, at the offices of the Planning Department, London Borough of Hillingdon, at The Civic Centre, High Street, Uxbridge and at the offices of Argent (L.I.F.E.) Plc, 5 Albany Courtyard, Piccadilly, London W1V 9RB; and during its usual hours of opening at West Drayton Library, Station Road, West Drayton. In addition, a copy of the application and of the plans and other documents submitted with it will be available for inspection from 29th June 1999 until 10th August 1999, during normal office hours, at the offices of the Planning Section, Slough Borough Council, at 5th Floor, Wellington House, Town Square, Slough and of the Planning Department, South Bucks District Council, at Council Offices, Windsor Road, Slough. (d) Any person may object to the making of the Modification Order by giving notice in writing to the Secretary of State for the Environment, Transport and the Regions, at the Department of the Environment, Transport and the Regions, c/o TWA Processing Unit, Zone 3/11, Great Minster House, 76 Marsham Street, London SW1P 4DR. Such objections must arrive not later than 10th August 1999. An objection will not be valid unless it (i) is received by the due date, (ii) is made in writing, (iii) states the grounds of the objection, and (iv) gives the objector’s name and address. All requests for further information, notices or other documents required to be served upon the applicants may be sent to the undermentioned.
