THE LONDON BOROUGH OF RICHMOND-UPON-THAMES WAITING AND LOADING RESTRICTION (SPECIAL PARKING AREA) (AMENDMENT NO. 50) TRAFFIC ORDER 1999
Notice is hereby given that the Council of the London Borough of Richmond-upon-Thames
on 23rd June 1999 made the above Order under sections 6 and 124 of and Part IV of
Schedule 9 to the Road Traffic Regulation Act 1984 (as amended) and the Road Traffic
Act 1991.
The general effect of the Order will be:
(a) to amend the London Borough of Richmond-upon-Thames (Waiting and Loading Restriction)
(Special Parking Area) Order 1999 so that the existing restriction on waiting by vehicles
between 9.30 a.m. and 4.30 p.m. on Mondays to Fridays in Amyand Cottages, Amyand Park
Gardens, Amyand Park Road, Baronsfield Road, Beaconsfield Road, Broadway Avenue, Claremont
Road, Greville Close, Kelvin Drive, King’s Road, Marble Hill Close, Marble Hill Gardens,
Napoleon Road, Norman Avenue, Richmond Road, Sandycoombe Road, St. Margaret’s Road,
St. Stephen’s Gardens, The Barons and the unnamed service road at the rear of Nos.
137 to 143 St. Margaret’s Road, Twickenham, will be reduced to between 10 a.m. and
4.30 p.m. on Mondays to Fridays;
(b) to introduce waiting restrictions that apply between the hours of 10 a.m. and
4.30 p.m. on Mondays to Fridays inclusive in Chapel Road, Montpelier Row, on its south-west
side and on its north-east side between its junction with Chapel Road and its south-eastern
extremity, Orleans Road, between the south-eastern kerb-line of Richmond Road and
the south-eastern flank wall of The Park Cottage, Cumberland Close, Sussex Close and
Westmorland Close;
(c) to introduce waiting restrictions applying between 5 a.m. and 6 a.m. on Mondays
to Fridays in that length of Montpelier Row on its north-east side, between a point
10 metres of its junction with Richmond Road and its junction with Chapel Road;
(d) to increase the present 8 a.m. to 9.30 a.m. Monday to Friday waiting restrictions
in St. Margaret’s Road, Twickenham, on its south-west side between the party wall
of Nos. 141 and 143 and the party wall of Nos. 151 and 153 St. Margaret’s Road and
between the party wall of Nos. 161 and 163 and a point 11 metres north-west of the
party wall of Nos. 163 and 165 St. Margaret’s Road to 8 a.m. to 6.30 p.m. Mondays
to Saturdays; and
(e) to upgrade waiting restrictions in the lengths of street specified in the Schedule
to this notice to apply at any time.
The Order will come into operation on 1st July 1999.
Copies of the Order and the Council’s statement of reasons for making the Order together
with plans showing the lengths of road affected can be inspected at the Civic Centre
(Second Floor), 44 York Street, Twickenham, between 9.15 a.m. and 5 p.m. on Mondays
to Fridays.

Civic Centre, 44 York Street, Twickenham TW1 3BZ.
Any person wishing to question the validity of the Order or any of its provisions
on the grounds that it or they are not within the powers conferred by the 1984 Act,
or that any requirement of the Act or of any Instrument made under the Act has not
been complied with, may, within 6 weeks from the date on which the Order was made,
apply for the purpose to the High Court.
Schedule
Sandycoombe Road, Twickenham
Richmond Road, the west and north-west side, between a point opposite the eastern flank wall of
No. 261 and a point 12.19 metres south-west of a point opposite the party wall of
Nos. 303 and 305 Richmond Road;
Norman Avenue, between its junction with Sandycoombe Road and a point 7 metres south-west of that
junction;
Claremont Road, between its junction with Sandycoombe Road and a point 10 metres south-west of that
junction;
Baronsfield Road, the south-east side, between its junction with Sandycoombe Road and a point 14 metres
south-west of that junction;
St. Stephen’s Gardens :
(a) the north side, between its junction with Sandycoombe Road and a point 15 metres
east of that junction;
(b) the south side, between its junction with Sandycoombe Road and a point 10 metres
east of that junction.
