PROPOSED REVOCATION OF ON-STREET PARKING PLACES AND WAITING AND LOADING RESTRICTIONS—STATION APPROACH, EAST CROYDON, STATION APPROACH, PURLEY AND APPROACH ROAD, PURLEY PROPOSED OFF STREET CAR PARKS—EAST CROYDON STATION CAR PARK, APPROACH ROAD, STATION APPROACH AND WHYTECLIFFE ROAD SOUTH, PURLEY CAR PARKS

Notice is hereby given that the Council of the London Borough of Croydon propose to make Traffic Orders under the relevant sections of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. The general effect of the Orders will be: (a) to revoke the existing Traffic Orders which imposed waiting and loading restrictions and on-street parking places at Station Approach, East Croydon and waiting restrictions and on-street parking places at Station Approach and Approach Road, Purley; (b) to amend the Croydon (Off Street Parking Places) (No. 2) Traffic Order 1991 to designate areas of land as Off Street Car Parks at the following locations: (i) East Croydon Station, the area of land immediately to the east of East Croydon Station and lying between Addiscombe Road and Cherry Orchard Road, East Croydon; (ii) Approach Road, Purley, the area of land situated to the south-east of Purley Rail Station and lying between that Rail Station and Warren Road, Purley; (iii) Station Approach, Purley, the area of land situated to the north-west of Purley Rail Station and lying between that Rail Station and Whytecliffe Road South, Purley; (iv) Whytecliffe Road South, the area of land situated to the south-east of Whytecliffe Road South and to the rear of Nos. 36 to 52 and Purley Health Centre, Whytecliffe Road South, Purley; (c) to provide that the regulations contained within that Order governing the use of Off Street Car Parks now apply to those Car Parks; (d) to specify that passenger vehicles (with 8 seats or less) may be left in the parking places provided; (e) to provide that the various charges for leaving a vehicle in this Car Park may vary: (i) from 10p for a period up to 15 minutes to 20p (maximum) for a period up to 30 minutes, for 24 hours throughout the week with no return within 1 hour at Station Approach, East Croydon Car Park; (ii) a fixed fee of 20p for up to 20 minutes (maximum) for 24 hours throughout the week with no return within 1 hour at Station Approach Car Park, Purley; (iii) a fixed fee of £2.20 daily throughout the week, £10.00 for a weekly ticket, £36 for a monthly ticket, £109.50 for a three monthly ticket and £325 for a yearly ticket at Whytecliffe Road South Car Park, Purley; (iv) a fixed fee of £350 per annum for permits for contract parking for 24 hours throughout the week at Approach Road, Purley and Whytecliffe Road South Car Parks; (f) to allow Orange Badge holders and motor cycles to use the parking places without charge; (g) to provide that the penalty charge for contravening the Off Street Car Parking regulations will be £60, reduced to £30 on early settlement of the fine. (These rates effective from 12th April 1999). A copy of the proposed Orders, of the Council’s statement of reasons for proposing to make the Orders, and of maps which indicate the areas of land to which the proposed Orders relate can be inspected until the expiration of a period of 28 days from the date on which this Notice is published during normal office hours on Mondays to Fridays inclusive at the Enquiry Counter, “One Stop” Facility, Taberner House, Park Lane, Croydon, Surrey. Persons desiring to object to the proposed Orders should send a statement in writing of their objection and the grounds thereof to the Order Making Section, Public Services & Works Department, Room 4.06, Municipal Offices, Fell Road, Croydon, quoting the Ref. T&P/PS/JAA/7/T15 within the aforementioned period of 28 days. The Councillors for these Wards are Amanda Campbell, Jerry Fitzpatrick, Sean Fitzsimons, Graham Bass, Derek Millard and Phil Thomas. The proposed Orders are intended to formally designate areas of land situated at East Croydon Station, Approach Road, Station Approach and Whytecliffe Road South, Purley, as ‘pay and display’ operated Off Street Car Parks to generate extra income for the Authority, create increased control by applying regulations to govern the use of the Car Parks and provide parking facilities in locations convenient to the amenities of East Croydon and Purley.
