THE BEXLEY AND GREENWICH (PRESCRIBED ROUTES) (NO. 1) TRAFFIC ORDER 1999

Notice is hereby given that the Councils of the London Boroughs of Bexley and Greenwich made the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.
These proposals are in conjunction with improved bus facilities to be provided to and from Abbey Wood Station.
The general effect of the Bexley (Waiting and Loading Restriction) (Amendment No. 73) Traffic Order 1999 will be to amend the Bexley (Waiting and Loading Restriction) Order 1991 so that:
the existing 8 a.m. to 6.30 p.m. Monday to Saturday waiting restrictions in parts of Abbey Road, Florence Road, Gayton Road, Knee Hill and Wilton Road are changed to apply at any time;
the existing 11 a.m. to 1 p.m. Monday to Friday waiting restrictions in parts of Gayton Road are changed to apply between 8 a.m. and 6.30 p.m. Monday to Saturday; and
no loading at any time restrictions are introduced in parts of Abbey Road, Florence Road, Gayton Road, Knee Hill and Wilton Road.
The general effect of the Greenwich (Waiting and Loading Restrictions) (Amendment No. 59) Order 1999 will be to amend the Greenwich (Waiting and Loading Restriction) Order 1994 so that:
the existing 8 a.m. to 6.30 p.m. Monday to Saturday waiting restrictions in parts of Abbey Wood Road, Knee Hill and Wilton Road are changed to apply at any time;
the existing 11 a.m. to 1 p.m. Monday to Friday waiting restrictions in parts of Wilton Road are changed to apply between 8 a.m. and 6.30 p.m. Monday to Saturday; and
no loading at any time restrictions are applied in parts of Abbey Wood Road, Knee Hill and Wilton Road.
The general effect of the Bexley Bus Stop Clearway (No Stopping Except Buses) (Amendment No. 6) Traffic Order 1999 will be to amend the Bexley Bus Stop Clearway (No Stopping Except Buses) Traffic Order 1997 so that:
bus stop clearways are introduced in Abbey Road, Gayton Road and Knee Hill.
The general effect of the Greenwich (Bus Stop Clearway) (Amendment No. 9) Traffic Order 1999 will be amend the Greenwich (Bus Stop Clearway) Traffic Order 1997 so that:
a bus stop clearway restriction is introduced at the bus stop in Knee Hill.
The general effect of the Bexley (Abbey Wood) (Free Parking Places) (Amendment No. 6) Order 1999 will be to provide parking places in:
Wilton Road (the east side) in which vehicles may park for a maximum of one hour, between 8 a.m. and 6.30 p.m. on Mondays to Saturdays;
Gayton Road (both sides), in which vehicles may park for a maximum of 30 minutes, between 8 a.m. and 6.30 p.m on Monday to Saturday.
The general effect of the Greenwich (Abbey Wood) (Free Parking Places) (Amendment No. 3) Order will be to provide parking places in:
Wilton Road (the west side) and Knee Hill (the west side), in which vehicles may park for a maximum of one hour, between 8 a.m. and 6.30 p.m. on Mondays to Saturdays.
The general effect of the Bexley (Free Parking Places) (Disabled Persons) (Amendment No. 33) Order 1999 will be to further amend the Bexley (Free Parking Places) (Disabled Persons) Order 1989 so that:
the disabled persons parking places in Gayton Road are revoked; and
parking places in which vehicles displaying a disabled persons Orange Badge may park for a maximum of two hours between 8 a.m. and 6.30 p.m. on Mondays to Saturdays are provided in Wilton Road (the east side).
The general effect of the Greenwich (Free Parking Places) (Disabled Persons) (Amendment No. 20) Order 1999 will be to further amend the Greenwich (Free Parking Places) (Disabled Persons) Order 1994 so that:
parking places in which vehicles displaying a disabled persons Orange Badge may park are provided in Wilton Road (the west side); and
The general effect of the Greenwich (Free Short Term Parking Places) (Disabled Persons) (Amendment No. 3) Order 1999 will be to further amend the Greenwich (Free Short Term Parking Places) (Disabled Persons) Order 1997 so that:
Parking places in which vehicles displaying a disabled persons Orange Badge may park for a maximum of two hours are provided in Wilton Road (the west side).
The general effect of the Bexley and Greenwich (Prescribed Routes) (No. 1) Traffic Order 1999 will be to introduce one-way working in Wilton Road (south to north); Gayton Road (west to east) and Florence Road, between Gayton Road and Abbey Road (north to south).
The prohibitions referred to above would not apply:
to vehicles being used for ambulance, fire brigade or police purposes in certain circumstances; or
in respect of anything done with the permission, or at the direction of, a police constable in uniform; or
in accordance with any restriction or requirement indicated by traffic signs placed on the highway by, or on behalf of, the Metropolitan Police.
The usual exemptions to disabled persons orange badge holders would apply.
Copies of the Orders which will come into operation on 15th March 1999, the Bexley (Waiting and Loading Restriction) Order 1991, (and the Orders that have amended that Order), the Greenwich (Waiting and Loading Restriction) Order 1994, (and the Orders that have amended that Order), the Bexley Bus Stop Clearway (No Stopping Except Buses) Traffic Order 1997, (and the Orders that have amended that Order), the Greenwich (Bus Stop Clearway) Traffic Order 1997, (and the Orders that have amended that Order), The Bexley (Abbey Wood) (Free Parking Places) (No. 1) Traffic Order 1990, (and the Orders that have amended that Order), the Greenwich (Abbey Wood) (Free Parking Places) (No. 3) Order 1990 (and the Orders that have amended that Order); the Bexley (Free Parking Places) (Disabled Persons) Order 1989 (and the Orders that have amended that Order), the Greenwich (Free Parking Places) (Disabled Persons) Order 1994, (and the Orders that have amended that Order), the Greenwich (Free Short Term Parking Places) (Disabled Persons) Order 1997, (and the Orders that have amended that Order), the Councils’ Statement of Reasons for making the Orders, and of the maps which indicate the length of road to which the Orders relate can be inpsected until the expiration of a period of 6 weeks from the date this notice is published, during normal office hours on Mondays to Fridays inclusive: in The Information Centre, Civic Offices, Broadway, Bexleyheath, Kent DA6 7LB; and The London Borough of Greenwich Offices, Peggy Middleton House, Woolwich New Road, London S.E.18.

London Borough of Greenwich Orders from Development Services, Peggy Middleton House, Woolwich New Road, London S.E.18.
Any persons desiring to question the validity of the Orders or any provisions contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders, may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court.
