ROAD TRAFFIC REGULATION ACT 1984
THE A6 TRUNK ROAD (LOUGHBOROUGH ROAD, QUORN, LEICESTERSHIRE) (BUS/CYCLE LANE) (EXPERIMENTAL) ORDER 1999
The Secretary of State for the Environment, Transport and the Regions hereby gives notice that he has made an Order under sections 9(1) to (3) and 10(2) of the Road Traffic Regulation Act 1984, on the A6 Trunk Road at Quorn in the county of Leicestershire. The effect of the Order which comes into force on 1st March 1999, is to create a combined bus/cycle lane on the following lengths of trunk road: (a) the centre lane of the westbound carriageway of the Quorn/Mountstone Bypass from a point 25 metres east of its junction with the roundabout to its junction with that roundabout; (b) the nearside lane of the southern and western sides of the roundabout from its junction with the southbound lane of Loughborough Road to its junction with the northbound carriageway of the trunk road; and (c) the nearside lane of the northbound carriageway from its junction with the roundabout to a point 14 metres north of its junction with Main Street; which would operate between the hours of 7.30 a.m. and 9.30 a.m. and between 3 p.m. and 6 p.m. Mondays to Saturdays. Exemptions are provided in the Order to enable: (i) a vehicle to stop to avoid an accident, provided that the vehicle leaves that bus/cycle lane as soon as practicable thereafter; (ii) a vehicle to enter or leave the trunk road at its junction with a side road or private access; (iii) a vehicle to be used in connection with any building or demolition operation; (iv) the removal of any obstruction to traffic or the maintenance or the road or its services; (v) a vehicle to be used to enable the laying, erection, alteration or repair of any sewer or any main, pipe or apparatus, for the supply of gas, water or electricity or of any telecommunications apparatus on or near the trunk road; (vi) a vehicle to be used for the purposes of delivering or collecting postal packets; or (vii) a vehicle to be used for the fire brigade, ambulance or police purposes. The Order will be in operation for an experimental period of up to 18 months from the date the Order comes into force. The Order contains a provision under section 10(2) of the Act allowing a specified officer (The Director) to modify or suspend the operation of the order or any provision of it if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic. A copy of the Order, of a plan illustrating the proposal and of a statement explaining the Secretary of State’s reasons for proposing to make the Order may be inspected during office hours at the offices of the County Secretary, Leicestershire County Council, County Hall, Glenfield, Leicester LE3 8RP; the Director of Corporate and Environmental Services (Administrative Services), Borough of Charnwood, Southfields, Loughborough, Leicestershire LE11 2TX, or obtained by application to The Director, Network and Customer Services Division (Midland), Highways Agency, Heron House, 49-53 Goldington Road, Bedford MK40 3LL, quoting Ref. HA41/10/004. The Secretary of State will be considering in due course whether the provisions of this Order should be continued in force indefinitely. Any person wishing to object to the making of the Order for the purpose of continuing the restrictions in force indefinitely should send, between 1st March 1999 and 1st September 1999, a written statement of his or her objection and of the grounds thereof to the Director at the address given above.
