THE A6 TRUNK ROAD (BEDFORD HIGH STREET) (PROHIBITION AND RESTRICTION OF WAITING, LOADING AND UNLOADING) ORDER 1999

The Secretary of State for the Environment, Transport and the Regions hereby gives notice that he has made an Order under sections 1(1), 2(1) and (2) and 4(1) and (2) of, and paragraph 27(1) of Schedule 9 to the Road Traffic Regulation Act 1984 on the A6 Trunk Road (Bedford High Street). The effect of the Order is to: (a) prohibit waiting at all times by any vehicle other than a goods vehicle in the loading bays on the east side of High Street between points: (i) 21 metres and 36 metres north of its junction with Mill Street, (ii) 28 metres and 44 metres south of its junction with Mill Street, and on the west side between points: (i) 21 metres and 38 metres north of its junction with Mill Street, (ii) 62 metres and 75 metres south of its junction with Mill Street; (b) prohibit waiting at all times on the east side of High Street: (i) from its junction with the A428 Trunk Road at St. Peter’s Street/Dame Alice Street to a point 36 metres north of its junction with Mill Street, (ii) between points 21 metres north and 28 metres south of its junction with Mill Street, (iii) from a point 44 metres south of its junction with Mill Street to its junction with St. Paul’s Square North: except by goods vehicles which will be permitted to wait for the purpose of loading or unloading except between 7.45 a.m. and 9.15 a.m. between 1 p.m. and 6 p.m. (Mondays to Saturdays); (c) prohibit waiting at all times on the west side of the High Street: (i) from its junction with the A428 Trunk Road at St. Peter’s Street/Dame Alice Street to a point 38 metres north of its junction with Mill Street, (ii) between points 21 metres north and 62 metres south of its junction with Mill Street, (iii) from a point 75 metres south of its junction with Mill Street to its junction with St. Paul’s Square North: except by goods vehicles which will be permitted to wait for the purposes of loading or unloading except between 7.45 a.m. and 1 p.m. and between 4.30 p.m. and 6 p.m. (Mondays to Saturdays); and (d) vary the prohibitions imposed by The Trunk Roads (Various Roads, Bedford) (A428 and A6) (Prohibition and Restriction of Waiting, Loading and Unloading) Order 1980. Exemptions to all the above prohibitions and restrictions will be made for the emergency services and for any disabled person’s vehicle to wait in the loading bays described in (a) above so long as may be necessary to enable any person to enter or leave that vehicle. Any person who desires to question the validity of, or of any provision contained in, the Order on the ground that it is not within the powers with respect to the Order conferred by the above Act, or on the ground that any requirement of, or of any Instrument made under, any provision of that Act has not been complied with in relation to the Order may, within 6 weeks of 25th January 1999, apply to the High Court for the suspension of or quashing of the Order or of any provision contained therein.
