PLANNING (LISTED BUILDINGS AND CONSERVATION AREAS) ACT 1990 (“THE ACT”), SECTION 69
OLD HEADINGTON CONSERVATION AREA—MANOR HOUSE AND GROUNDS EXTENSION
Notice is hereby given under section 70 of the Act that the Oxford City Council (“the Council”) has determined that the area shown in the map Ref No. DES/1096 (Area A) and described in the Schedule to this notice is an area of special architectural or historic interest the character of which it is desirable to preserve or enhance and has therefore under section 69 of the Act designated this area as a conservation area. The effect of the designation of the conservation area is as follows: 1. Conservation area consent will now be required for the demolition of certain buildings within the area. It is an offence to carry out demolition without consent, when it is required. 2. It becomes an offence subject to certain exceptions to cut down, top, lop, uproot, wilfully damage or wilfully destroy any tree in the area except with the consent of the Council. 3. The Council is under a duty to formulate and publish proposals for the preservation and enhancement of the area. 4. The Council is under a duty to pay special attention to the desirability of preserving or enhancing the character or appearance of the area in exercising its powers under the Act and the Town and Country Planning Act 1990. 5. Planning applications for development which would in the opinion of the Council affect the character or appearance of the conservation area must be given publicity and representations received as a result of the publicity must be taken into account in determining the application. 6. Permitted development rights under the Town and Country Planning (General Permitted Development) Order 1995 are more restricted than in other areas. 7. The right to display certain types of illuminated advertisements under express consent under the Town and Country Planning (Control of Advertisements) Regulations 1992 is excluded. 8. Policies EN27 to EN33 covering Conservation Areas in the Oxford Local Plan 1991-2001, adopted September 1997, will apply to the area. The map (Ref. No. DES/1096 (Area A)) of the conservation area may be inspected, free of charge, in the reception area of the Environmental Services Department, Level 3, Clarendon House, 52 Cornmarket Street, Oxford OX1 3DH, between the hours of 8.30 a.m. to 5 p.m. on Mondays to Thursdays and 8.30 a.m. to 4.30 p.m. on Fridays. Schedule The area comprises land and buildings including the Manor House and former stable and their landscaped grounds and part of Ivy Lane, bounded to the north by Headington Parish Hall, bounded to the east by the western boundary wall to Osler Road, bounded on the south by Cuckoo Lane, and bounded on the west by Arthur Sanctuary House and an imaginary line which excludes the modern hospital development. 18th December 1998.
