Relating to the further pedestrianisation of Sutton High Street

Notice is hereby given that the Council of the London Borough of Sutton made the above-mentioned Orders on 27th October 1998 under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991.
  The principle objective of these Orders is to implement the Council’s commitment to continually review and improve the safety of pedestrians in High Street, Sutton. These Orders are being introduced on an experimental basis in order that the effectiveness of the extended pedestrianisation may be assessed in the light of operational experience.
  The general effect of the Sutton (Waiting and Loading Restriction) (No. 14) (Amendment No. 12) Experimental Order 1998, is to:

  (a) amend the waiting restrictions to “no waiting between 8 a.m. and 6.30 p.m. throughout the week” in High Street, Sutton, as specified in Schedule 1 to this notice;
  (b) introduce loading restrictions “no loading between 9.30 a.m. and 5.30 p.m. throughout the week” in High Street, Sutton, as specified in Schedule 2 to this notice;
  (c) amend the waiting restrictions to “no waiting at any time” in Lodge Place and Manor Place, Sutton, as specified in Schedule 3 to this notice; and;
  (d) introduce loading restrictions “no loading at any time” in Lodge Place and Manor Place, Sutton, as specified in Schedule 4 to this notice (Ref. No. WL141).

  The general effect of the Sutton (Prescribed Route) (One Way) (No. 6) Experimental Order 1998, is to allow traffic to use Lodge Place and Manor Place in two directions. (Ref. No. PR142).
  The general effect of the Sutton (Traffic Restriction) (Road Closure) (No. 5) Experimental Order 1998, is to close Lodge Place and Manor Place at their junctions with High Street, Sutton, to traffic other than pedal cycles and emergency vehicles. (Ref. No. TR143).
  The general effect of the Sutton (Disabled Persons Parking Places) (No. 6) Experimental Order 1998, is to remove two disabled persons parking bays from the northern side of Lodge Place. (Ref. No. DS144).
  Full details of the proposals, which will come into operation on 9th November 1998, are contained in the following documents:

  (a) the Orders;
  (b) the Council’s statement of reasons for making the Orders; and
  (c) a plan showing the location and effects of these Orders.

  These may be examined until the date on which the Order ceases to have effect at: Civic Offices, St. Nicholas Way, Sutton, 9 a.m. to 5 p.m. Monday to Friday; and Environmental Services, 24 Denmark Road, Carshalton, 9 a.m. to 5 p.m. Monday to Friday.

  The Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Head of Planning and Transportation of the London Borough of Sutton, or other person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the area through which the road affected by these Orders run, modify or suspend any or all of these Orders or any provision thereof.
  If the provisions of the Orders continue in operation for a period of not less than 6 months, the London Borough of Sutton will consider in due course whether the provisions of the Orders should be reproduced and continued in force indefinitely by means of Orders under section 6 of the said Act of 1984. Persons desiring to object to the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of 6 months referred to above (i.e. by 9th May 1999), send a statement in writing of their objection and the grounds of that objection to the address below, quoting the relevant reference numbers.
  If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984, or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.

  (a) the north side, from its junction with High Street, Sutton, to a point 12 metres east of the west face of No. 188 High Street; and
  (b) the south side.

Schedule 4

   Lodge Place:

  (a) the north side, from its junction with High Street, Sutton, to a point 2.5 metres east of the west face of No. 166 High Street; and
  (b) the south side.

   Manor Place:

  (a) the north side, from its junction with High Street, Sutton, to a point 12 metres east of the west face of No. 188 High Street; and
  (b) the south side.
