Proposed extensions to Clapham Junction Controlled Parking Zone—further extension to C2 Sub Zone and new C4 Sub Zone

The Council of the London Borough of Wandsworth propose to make the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1998:

The Wandsworth (Clapham Junction) (Parking Places) (No.  ) Order 199  ; and
The Wandsworth (Special Parking Areas) (Waiting and Loading Restriction) (Amendment No.  ) Order 199  .

  The general effect of the Orders would be in respect of the Clapham Junction controlled parking zone to:   further extend the existing C2 sub-zone to include the roads and lengths of roads specified in Schedule 1 to this notice; and   introduce a new C4 sub-zone to include the roads and lengths of roads specified in Schedule 2 to this notice.   The following provisions would apply to the extended C2 and the new C4 parking sub-zone areas:   parking places would be designated on the highways specified in Schedule 3 to this notice. The type of parking place, maximum parking period and permitted hours would be as set out in that Schedule;   vehicles which may be left in the appropriate parking places during the permitted hours would be either:       (a) (C2 sub-zone)—passenger vehicles (12 seats or less) and goods carrying vehicles, upon payment of the appropriate parking charge and displaying a relevant ticket issued by a ticket parking meter (pay and display), or motor cycles (exempt from charge); or       (b) (C2 and C4 sub-zones)—vehicles displaying either a valid resident’s permit, a valid visitor’s permit or a valid business permit.   The rate of charge at the ticket metered parking places (“pay and display”) would be 60 pence per hour.   The charge for residents’ permits would be £16 (3 months), £26.50 (6 months) or £42 (12 months) and would be issued to any person residing in either the C2 or C4 sub-zone who is the owner of a passenger vehicle (12 seats or less), goods carrying vehicle or motor cycle.   The charge for business permits would be £103 (3 months), £195 (6 months) or £340 (12 months) and would be issued to any person who occupies premises in either the C2 or C4 sub-zone and who uses such premises for non-residential purposes and who is the owner of a vehicle of the class mentioned above. (An “all-zone” business permit would be available to business users at a cost of £410 for 12 months).   The charge for visitors’ permits would be in respect of the C2 sub-zone, £2 per day (£1 if the applicant is aged 60 or over) and in respect of the C4 sub-zone, £1 per day (50p if the applicant is aged 60 or over) and would be issued to any household in either the C2 or C4 sub-zone. Each household would be restricted to not more than 30 visitors’ permits per year (60 if the applicant is aged 60 or over).    Note:  All permits would generally only be valid within the sub-zone in which the permit holder resides or occupies business premises (except in the case of an “all-zone” business permit or in the case of certain permit holders’ parking places in Devereux Road, Gayville Road, Hillier Road, Kyrle Road, Montholme Road and Wroughton Road where both C2 and C4 permits would be available for use).   All permits would be issued by Wandsworth Borough Council on application being made togther with payment of the appropriate charge.   Generally yellow line waiting restrictions would be imposed in all roads and lengths of roads not occupied by parking places within the further extension to the C2 sub-zone between 9.30 a.m. and 5.30 p.m. Mondays to Saturdays and within the new C4 sub-zone between 9.30 a.m. and 10.30 a.m. on Mondays to Fridays, except at certain road junctions and other places where waiting restrictions would be imposed between 8.30 a.m. and 6.30 p.m. on Mondays to Saturdays. In parts of Broomwood Road (C2) and Mountholme Road (C4) waiting restrictions would be imposed between 7 a.m. and 7 p.m. on Mondays to Saturdays.   A motor cycle parking area would be provided in Hillier Road (C4).   A copy of each of the proposed Orders, of documents giving more detailed particulars of the proposed Orders, including a drawing showing the layout of the parking places and additional waiting restrictions, are available for inspection from 30th July 1998, until the last day of a period of 6 weeks beginning with the date on which the Orders are made, or, as the case may be, the Council decides not to make the Orders, during normal office hours on Mondays to Fridays inclusive at the One Stop Counter, Technical Services Department, 5th Floor, The Town Hall, Wandsworth High Street, London SW18 2PU.   Further information may be obtained from the Borough Engineer’s Service (0181-871 6664) or the Administration Department (telephone 0181-871 7520).   All objections and other representations relating to the proposed Orders must be made in writing and all objections must specify the grounds on which they are made and should be sent to the Chief Executive and Director of Administration, Room 153, The Town Hall, Wandsworth High Street, London SW18 2PU (quoting Ref.   Adderley Grove, Alfriston Road (between Culmstock Road/Chatto Road and Broomwood Road), Broomwood Road, Clapham Common West Side—the north to south arm (between the northern boundary of No. 80 Clapham Common West Side and Broomwood Road), Culmstock Road and Winsham Grove.

  Amner Road, Ballington Road, Blenkarne Road, Bolingbroke Grove (between Broomwood Road and Thurleigh Road), Broxash Road, Clapham Common West Side—the north to south arm (south of Broomwood Road), Dents Road, Devereux Road, Gayville Road, Gorst Road, Hillier Road, Kyrle Road, Manchuria Road, Mountholme Road, Roseneath Road, Thurleigh Road and Wroughton Road (between Broomwood Road and Thurleigh Road).
