Ordnance Road, Enfield Lock, Waiting Restrictions and Bus Stop Clearways

Notice is hereby given that the Council of the London Borough of Enfield propose to make: (a) the Enfield (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. ) Order 199 ; and (b) the Enfield (Restriction of Waiting on Bus Stops) (Special Parking Area) (No. 1, 1997) (Amendment No. ) Traffic Order 199 , under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Waiting and Loading Restriction Order would be further to amend the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994, so that: (a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 8 a.m. and midnight throughout the week in the lengths of Ordnance Road specified in Schedule 1 to this notice; (b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11 a.m. and 6.30 p.m. throughout the week in the lengths of street referred to in sub-paragraph (a) above; (c) the sale or offer for sale of goods from a vehicle in the lengths of street referred to in sub-paragraph (a) above would be prohibited, except on a Sunday, unless there is in force a valid licence issued by the Enfield Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected; (d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, in the lengths of street referred to in sub-paragraph (a) above would be prohibited. 3. The prohibitions referred to in paragraphs 2(a) and (b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform, or a parking attendant, or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers; to licensed street traders, etc. 4. The general effect of the Restriction of Waiting on Bus Stops Traffic Order would be to amend the Enfield (Restriction of Waiting on Bus Stops) (Special Parking Area) (No. 1) Traffic Order 1997, so that vehicles would be prohibited from stopping at any time on the areas of carriageway of Ordnance Road specified in Schedule 2 to this notice and which areas will be marked on the carriageway by a yellow “bus stop” marking and by a solid yellow line. 5. The prohibitions referred to in paragraph 4 above would not apply: (a) to a bus, whilst picking up or setting down passengers; or (b) to a taxi, whilst picking up or setting down passengers; (c) to a vehicle being used for ambulance, fire brigade or police purposes; or (d) in certain circumstances, to a vehicle being used in the service of a local authority, to a vehicle being used in connection with building operations, etc., adjacent to the bus stop or the removal of any obstruction to traffic or the repair etc., of the highway or of any service therein; or (e) where the person in control of the vehicle is required by law to stop, or does so in order to avoid an accident; or (f) to anything done with the permission of a police constable in uniform, a traffic warden or a parking attendant. 6. A copy of each of the proposed Orders, of maps indicating the location and effect of the proposed Orders, of the Enfield (Waiting and Loading Restriction) (Spcial Parking Area) Order 1994, and the Enfield (Restriction of Waiting on Bus Stops) (Special Parking Area) (No. 1) Traffic Order 1997 (and of the Orders which have previously amended those Orders) and of the Council’s statement of reasons for proposing to make the Order, can be inspected at the Reception Desk, ‘B’ Block the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, during normal office hours on Mondays to Fridays inclusive. 7. Persons desiring to object to the proposed Order or make any other representations in respect of the proposed Order, should send a statement in writing to that effect, and in the case of an objection stating the grounds thereof, to the Assistant Director (Operational Services), the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, quoting Ref. KWG/TG52/639, by 7th July 1998. 8. Under the Local Government (Access to Information) Act 1985, many of the reports made to a Committee of the Council are open to the press and to the public. When this happens any documents used to a material extent in compiling the report are also open to inspection. This means that any letter you write to the Council in response to this notice may be available to the press and to the public, who would be entitled to take copies of it if they wish. P. Schedule 1
No waiting between 8 a.m. and midnight throughout the week
Ordnance Road: (a) the north side, between a point 1.5 metres west of the western boundary of No. 52 Ordnance Road and a point 11.5 metres west of that boundary; (b) the south side, between a point 1.5 metres west of the western boundary of No. 52 Ordnance Road and a point 4 metres west of that boundary.
Schedule 2
Bus Stop Clearway—No Stopping At Any Time throughout the week
Ordnance Road, the south-east side: (i) from a point 10 metres south-east of the south-eastern kerb-line of Chesterfield Road, south-eastward for a distance of 19 metres; (ii) from a point 7 metres south-east of the south-eastern kerb-line of Warwick Road, south-eastward for a distance of 19 metres. 17th June 1998.
