Notice is hereby given that the Westminster City Council on 22nd April 1998, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Parking Places Order will be to: (a) revise certain residents’ parking places in Elgin Avenue to provide pedestrian access to dropped-kerb crossing points; (b) in respect of the residents’ parking places, the classes of vehicles for which they will be available, the hours during which they will operate and all the time limits during which vehicles may be left in the parking places will remain unchanged. 3. The general effect of the Waiting and Loading Restriction Order will be to further amend the City of Westminster (Waiting and Loading Restriction) Order 1976, so that in the lengths of Elgin Avenue specified in the Schedule to this notice, the hours which the existing prohibition on: (a) waiting by vehicles (other than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be changed so that it will apply at any time; (b) waiting by vehicles for more than 20 minutes in the same place for the purpose of delivering or collecting or loading or unloading a vehicle will be changed so that it will apply between 11 a.m. and 6.30 p.m. throughout the week. 4. The Parking Places Order will come into force for the purpose of placing of traffic signs, etc., on 25th April 1998, and into force for all other purposes on 27th April 1998. The Waiting and Loading Restriction Order will come into force on 27th April 1998: 5. The Orders and other documents giving more detailed particulars of the Orders are available for inspection between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive, at Hyder Consulting Ltd., 3rd Floor, 29 Bressenden Place, London SW1E 5DZ, until 3rd June 1998. 6. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to either of the Orders, may make application for the purpose to the High Court by 3rd June 1998. Elgin Avenue: (a) the north-west side: (i) from a point 25 metres north-east of a point opposite the south-western wall of No. 131 Morshead Road, north-eastward for a distance of 6.5 metres; (ii) from a point 7 metres north-east of a point opposite the party wall of Nos. 25 to 32 and Nos. 33 to 40 Elgin Mansions, Elgin Avenue, south-westward, for a distance of 15 metres; (b) the south-east side: (i) from a point 24.5 metres south-west of the common boundary of Nos. 118 to 127 and Nos. 128 to 137 Biddulph Mansions, Elgin Avenue, south-westward, for a distance of 5 metres; (ii) from a point 69.5 metres south-west of the south-western kerb-line of Biddulph Road, south-westward, for a distance of 15 metres. 22nd April 1998.
