Notice is hereby given that the Council of the London Borough of Havering, hereinafter called the Council, on 12th February 1998, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, the Road Traffic Regulation (Parking) Act 1986, the Parking Act 1989 and the Road Traffic Act 1991.
  The effect of the Parking Places Orders will be:

  (a) to revoke the three residents parking places in Lodge Avenue and designate revised residents parking places:

    (i) specified in Schedule 1 to this notice, which will operate between 9.15 a.m. and 10 a.m., on Mondays to Fridays inclusive;
    (ii) specified in Schedule 2 to this notice, which will operate between 8.30 a.m. and 10 a.m., on Mondays to Fridays inclusive;

  (b) to designate residents parking places in The Ridgeway, specified in Schedule 2 to this notice, which will operate between 8.30 a.m. and 10 a.m., on Mondays to Fridays inclusive;
  (c) to designate free parking places in East Dene Drive and West Dene Drive, specified in Schedule 3 to this notice, which will operate between 8.30 a.m. and 6.30 p.m., on Mondays to Saturdays inclusive.

  The effect of the Waiting Restriction Order will be:

  (a) to revise the waiting restrictions in Lodge Avenue so that waiting restrictions will be operative:

    (i) between 8.30 a.m. and 6.30 p.m., on Mondays to Saturdays inclusive, on the lengths specified in Schedule 4 to this notice;
    (ii) between 8.30 a.m. and 10 a.m., on Mondays to Fridays inclusive, on the lengths specified in Schedule 5 to this notice;
    (iii) between 9.15 a.m. and 10 a.m., on Mondays to Fridays inclusive, on those lengths specified in Schedule 6 to this notice;

  (b) to impose waiting restrictions operative between 8.30 a.m. and 6.30 p.m., on Mondays to Saturdays inclusive, on the lengths of streets specified in Schedule 7 to this notice.

  A copy of each of the proposed Orders, which will come into effect on 28th February 1998, of the Orders being amended, of the Council’s statement of reasons for making the Orders and plans showing the locations and effects of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 6 weeks from the date on which the Orders were made at the Directorate of Environment and Planning Reception, 7th Floor, Mercury House, Mercury Gardens, Romford.
  Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant Regulations made thereunder has not been complied with in relation to the Orders, may, within 6 weeks of the making of the Orders, make application for the purpose to the High Court.

Schedule 1

Lodge Avenue:
  
(a) the south-west side:

    (i) from a point opposite the common boundary of Nos. 92 Main Road and 174 Lodge Avenue to a point 2.5 metres north-west of the common boundary of Nos. 163 and 165 Lodge Avenue;
    (ii) from a point opposite the common boundary of Nos. 161 and 163 Lodge Avenue to a point opposite the common boundary of Nos. 137 and 139 Lodge Avenue;

  (b) the north-east side, from a point opposite the common boundary of Nos. 108 and 110 Lodge Avenue to a point opposite the common boundary of Nos. 84 and 86 Lodge Avenue.
Schedule 2
Lodge Avenue:

  (a) the south-west and west sides, from a point opposite the common boundary of Nos. 137 and 139 Lodge Avenue to a point opposite the common boundary of Nos. 3 and 5 Lodge Avenue;
  (b) the east side:

    (i) from a point opposite the common boundary of Nos. 92 Main Road and 174 Lodge Avenue southward for a distance of 25 metres;
    (ii) from a point 20 metres south of the southern kerb-line of The Ridgeway to a point 25 metres north of a point opposite the common boundary of Nos. 3 and 5 Lodge Avenue;

The Ridgeway, the south side:

  (a) from a point 15 metres west of the western kerb-line of Stanley Avenue westward for a distance of 50 metres;
  (b) from a point 15 metres east of the eastern kerb-line of Lodge Avenue eastward for a distance of 25 metres;
Schedule 3
East Dene Drive, the south-east side, from a point opposite the south-western flank wall of Nos. 36 and 40 Chippenham Gardens south-westward for a distance of 30 metres and having a width throughout of 6 metres.
West Dene Drive, the south-east side, from a point 5 metres south-west of the common boundary of Nos. 23 and 25 Newbury Gardens north-eastward for a distance of 40 metres and having a width throughout of 6 metres.
Schedule 4
Lodge Avenue, both sides, between the south-eastern kerb-line of Main Road and a point 40 metres south-east of that kerb-line.
Schedule 5
Lodge Avenue:

  (a) the west and south-west sides:

    (i) between a point opposite the party wall of Nos. 3 and 5 Lodge Avenue and a point opposite the common boundary of Nos. 137 and 139 Lodge Avenue;
    (ii) between a point opposite the common boundary of Nos. 161 and 163 Lodge Avenue and a point 2.5 metres north of a point opposite the common boundary of Nos. 163 and 165 Lodge Avenue;

  (b) the east and north-east sides:

    (i) between a point opposite the party wall of Nos. 3 and 5 Lodge Avenue and a point opposite the common boundary of Nos. 84 and 86 Lodge Avenue;
    (ii) between a point opposite the common boundary of Nos. 108 and 110 Lodge Avenue and a point 40 metres south-east of the south-eastern kerb-line of Main Road.
Schedule 6
Lodge Avenue:

  (a) the west and south-west sides:

Schedule 7
Chippenham Road, both sides:

  (a) between a point 10 metres south-west of the south-western kerb-line of West Dene Drive and a point 10 metres north-east of the north-eastern kerb-line of West Dene Drive;
  (b) between a point 10 metres south-west of the south-western kerb-line of East Dene Drive and a point 10 metres north-east of the north-eastern kerb-line of East Dene Drive.

East Dene Drive:

  (a) the north-west and south-west sides, between its junction with Hilldene Avenue and its junction with Chippenham Road;
  (b) the north-east and south-east sides:

    (i) between the south-eastern kerb-line of Hilldene Avenue and a point 10 metres south-east of that kerb-line;
    (ii) between a point 65 metres south-east of the south-eastern kerb-line of Hilldene Avenue and a point 30 metres south-east and south-west of that kerb-line;
    (iii) between a point 30 metres south-west of the south-westernmost wall of Nos. 36 and 40 Chippenham Road and a point 20 metres south-west and south-east of that wall;
    (iv) between the north-western kerb-line of Chippenham Road and a point 10 metres north-west of that kerb-line.

Hilldene Avenue, the south-east side:

  (a) between a point 10 metres south-west of the south-western kerb-line of West Dene Drive and a point 10 metres north-east of the north-eastern kerb-line of West Dene Drive;
  (b) between a point 10 metres south-west of the south-western kerb-line of East Dene Drive and a point 10 metres north-east of the north-eastern kerb-line of East Dene Drive.

West Dene Drive:

  (a) the north-east and south-east sides, between its junction with Hilldene Avenue and its junction with Chippenham Road;
  (b) the north-west and south-west sides:

    (i) between the south-eastern kerb-line of Hilldene Avenue and a point 10 metres south-east of that kerb-line;
    (ii) between a point 65 metres south-east of the south-eastern kerb-line of Hilldene Avenue and a point 20 metres south-east of that point;
    (iii) between a point 5 metres north-east of the common boundary of Nos. 33 and 35 Newbury Gardens and a point 25 metres north-eastward and south-eastward of that boundary;
    (iv) between the northern kerb-line of Chippenham Road and a point 10 metres north-west of that kerb-line.
