1. NOTICE IS HEREBY GIVEN that on the 7th May 2026 the Council of the London Borough of Havering did make the above-mentioned Orders under the Road Traffic Regulation Act 1984 as amended

2. The general effect of the Orders will be to:-

a) Introduce controlled parking zone with permit parking bays Monday to Sunday 7.00am - 10.00am and 3.00pm - 7.00pm at locations on:

i) Lower Mardyke Avenue (between New Road and Lowen Road)

ii) South Street

iii) Walden Way

iv) Queens Gardens

v) Lynbrook Close

vi) Askwith Road

vii) Spencer Road

viii) Manser Road

ix) Gerard Gardens

x) Frederick Road

xi) Betterton Road (between New Road and Frederick Road)

b) Introduce controlled parking zone with waiting restrictions Monday to Friday 3.00pm - 4. 00pm at locations on:

i) Lower Mardyke Avenue (between New Road and Lowen Road)

ii) South Street

iii) Walden Way

iv) Queens Gardens

v) Lynbrook Close

vi) Askwith Road

vii) Spencer Road

viii) Manser Road

ix) Gerard Gardens x) Frederick Road

c) Introduce no waiting at any time at locations on:

i) Lower Mardyke Avenue (between New Road and Lowen Road)

ix) Gerard Gardens

d) Introduce permit parking area Monday to Sunday 7.00am - 10.00am and 3.00pm - 7.00pm on:

i) Lower Mardyke Avenue outside No 96 to its northern extremity

ii) Seaburn Close

iii) Spinney Close

e) Introduce pay and display parking bays Monday to Sunday 7.00am - 7.00pm on:

i) Manser Road

ii) Spencer Road

f) Introduce shared use parking bays (pay and display and permit parking) Monday to Sunday 7.00am - 7.00pm on:

i) Lower Mardyke Avenue

ii) Spencer Road

iii) Betterton Road

iv) Manser Road

g) Introduce a disabled persons parking bay on Lynbrook Close outside no. 1

h) Change existing hours of operation of the loading bay in Manser Road from 8.00am - 6.00pm Monday to Saturday to 7.00am - 7.00pm Monday to Sunday

3. Copies of the Orders, which will come into force on 11th May 2026, other relevant Orders, and other documents giving more detailed particulars of the Orders, can be obtained by emailing schemes@havering.gov.uk, until the expiration of a period of six weeks from the date on which the Orders are made. 4. If any person wishes to question the validity of either of the Orders, or of any provision contained therein on the grounds that it not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of the Act or of any instrument under the Act has not been complied with, that person may, within six weeks of the date on which the Orders are made, apply for the purpose to the High Court.
