TOWN AND COUNTRY PLANNING ACT 1990

The City of London Corporation hereby gives notice that it proposes to make an order under section 247 of the Town and Country Planning Act 1990 (the “Act”):

• to stop up parts of Great Winchester Street, London Wall and Prior’s Court – Great Winchester Street;

• to secure the provision of new highway in London Wall;

• to direct that the new highway in London Wall shall be highway maintainable at the public expense by the City of London Corporation.

All in order to enable the development at Winchester House 75 London Wall London EC2M 5ND. If the order is made the stopping up will enable the development described in the Schedule to this notice to be carried out in accordance with the planning permission granted under Part III of the Act by the City of London Corporation on 07 June 2024 under reference number 23/01270/FULMAJ (as amended).

Copies of the draft order and accompanying plans may be inspected without charge at the offices of the City of London Corporation, Guildhall North Wing, Basinghall Street, London, EC2V 7HH during normal office hours until 26 May 2026 and may be obtained without charge by e-mailing transport.planning@cityoflondon.gov.uk, quoting reference PC632.

Any person may object to the making of the proposed order. Objections must be made in writing and must be received by 26 May 2026, being 28 days from the date of publication of this notice. Objections may be e-mailed to transport.planning@cityoflondon.gov.uk or sent to City of London, PO Box 270, Guildhall, London EC2P 2EJ quoting reference PC632. Objectors should note that their objection will be forwarded to the applicant for the stopping up order, who is likely to want to communicate with them to seek to resolve their objection.

Alteration and extension of the existing office and retail building (Class E) for use as offices (Class E(g)(i); flexible commercial (Class E, sui generis drinking establishment / hot food takeaway); and cultural forum (Class E(g)(i) / F2); to include additional floorspace through upward extension by three storeys and infill extensions; altered and additional entrances; creation of office amenity terraces and plant enclosures; façade alterations including urban greening; new landscaping; and associated works.
