CHANGES TO BUS LANES, PARKING PLACES, NEW LOADING BAYS AND NEW WAITING AND LOADING RESTRICTIONS

THE NEWHAM (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 199) ORDER 2026

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (‘the Council’) on 20 April 2026 made the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be to:-

(a) change the operational hours of the south-west bound bus lanes in Romford Road between Tavistock Road and Vicarage Lane and between Green Street and Upton Lane so they will operate ‘at any time’ on all days and to include solo-motorcycles in the exemptions for vehicles which are permitted to use the bus lanes;

(b) remove the existing free parking spaces, operating Monday to Saturday 7am to 7pm with a maximum stay of 30 minutes and no return within 1 hour, on the south-east side of Romford Road outside Nos. 110-122 and replace with a loading bay as referenced in paragraph 2 (c) (ii) below;

(c) introduce new loading bays operating ‘at any time’ on all days with a maximum stay of 1 hour and no return within 1 hour in Romford Road:

(i) on the north-west side, from a point 27 metres east of the eastern kerb line of Carnarvon Road north-eastward for a distance of 15 metres; and

(ii) on the south-east side, from a point 1 metre west of the eastern boundary wall of No. 110 Romford Road north-eastward for a distance of 28 metres;

(d) introduce a new loading bay operating every day from 7am to 7pm with a maximum stay of 30 minutes and no return within 1 hour on the south-east side of Romford Road, from a point 2 metres east of the western boundary of No. 316 Romford Road eastward¬ for a distance of 10 metres;

(e) introduce new waiting and loading restrictions operating ‘at any time’ (double yellow lines and double kerb-blips):

(i) on the south-east side of Romford Road from a point 40 metres north-east of the north-eastern kerb-line of Vicarage Lane, north-eastward to a point 1 metre west of the eastern boundary wall of No. 110 Romford Road;

(ii) on the south-east side of Romford Road from a point 10 metres south-west of the south-western kerb-line of Maitland Road, north-eastward to a point 34 metres north-east of the north-eastern kerb-line of Elm Road; and

(iii) on the south-east side of Romford Road from a point 9 metres south-west of the south-western boundary wall of No. 316 Romford Road, north-eastward to the western kerb-line of Green Street.

For all locations described in the paragraphs above, the changes will replace the existing restrictions at those locations.

3. Copies of the Orders, which will come into force on 27 April 2026, and documents giving more detailed particulars of the Orders are available for inspection during normal office hours on Monday to Friday by telephoning 020 3373 6415, by emailing traffic.orders@newham.gov.uk, or inspected at Newham Dockside, 1000 Dockside Road E16 2QU, for a period of six weeks from the date on which the Orders were made.

4. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Orders are made, apply for the purpose to the High Court.
