NOTICE OF STOPPING UP OF HIGHWAYS (LAND FORMERLY KNOWN AS WHITEHEAD WORKS, MENDALGIEF ROAD, NEWPORT NP20 2NT) ORDER 2026
The Welsh Ministers have made an Order under section 247 of the Town and Country Planning Act 1990 (“the 1990 Act”) to authorise the stopping up of the lengths of highway described in Schedule 1 to this Notice. The Welsh Ministers are satisfied that the stopping up is necessary, and it will be authorised only in order to enable the development to be carried out in accordance with outline planning permission granted under Part 3 of the 1990 Act by Newport City Council on 11 September 2018 with reference 15/0775, accompanied by the reserved matters with reference number 18/1039 granted on 17 March 2020, 18/1142 granted on 9 April 2020 and 21/0464 granted on 22 December 2021, and described in Schedule 2 to this Notice.
The Order makes provision for the preservation of rights of statutory undertakers for any apparatus under, in, on, over, along or across the highway.
The Stopping Up of Highways (Land Formerly Known as Whitehead Works, Mendalgief Road, Newport NP20 2NT) Order 2026 (“the Order”) ceases to have effect if planning permission in respect of the development expires or is revoked.
Copies of the Order and the deposited plan may be inspected free of charge during normal office hours at Newport City Council, City Services, Civic Centre, Newport, South Wales, NP20 4UR or may be obtained free of charge from the address below quoting reference qA2277700.
If a person is aggrieved by the Order, on the grounds that:
a. it is not within the powers of the 1990 Act; or
b. a procedural requirement of the 1990 Act has not been complied with;
that person may, within 6 weeks of 17 March 2026 make an application for the purpose to the High Court.

Lengths of highway to be stopped up
An irregular shaped length of highway on the land formerly known as Whitehead Works, Mendalgief Road, Newport, NP20 2NT, which is 25.80 meters at the longest point and 9.70 metres at the widest point and marked with zebra hatching on the deposited plan.
SCHEDULE 2
The Development
Construction of 529 residential units, 24 assisted living units, pub/restaurant, retail units, primary school and associated landscape and highway infrastructure on the land formerly known as Whitehead Works on Mendalgief Road, Newport, NP20 2NT.
