PUBLIC NOTICE FOR PROPOSED PARKING CHANGES

THE COUNCIL PROPOSES TO MAKE CHANGES TO THE FOLLOWING ORDERS UNDER THE ROAD TRAFFIC REGULATION ACT 1984 (AS AMENDED): THE TOWER HAMLETS (WAITING, LOADING AND STOPPING RESTRICTIONS) (MAP BASED) ORDER 2019 AND THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) ORDER 2019.

1. The general effect of this proposal (PTO 2272) is:

To introduce double yellow lines (no Waiting ‘at any time’) at all locations in this notice for junction protections, dropped kerbs, off-street parking access, hammerheads, turning areas, island approaches and park entrances:

a) Double yellow lines (no Waiting ‘at any time’) listed in Schedule 1 will

(i) extend 10 metres from each arm of a junction, or

(ii) to the boundary of the nearest marked parking place where that lies within 10 metres, or

(iii) for the specific length stated where shorter or longer sections.

b) Introduce, amend or extend the parking places and convert the single yellow lines into double yellow lines (no Waiting ‘at any time’) as set out in Schedule 2 (some parts may also be in tandem with schedule 1).

2. (a) Schedule 1:

Double yellow lines shall extend 10 metres on each arm or to the nearest parking bay on:

a. Westferry Road at the junction with:

i. Napier Avenue.

ii. Gaverick Mews.

iii. Dockers Tanner Road.

iv. Spindrift Avenue.

v. Britannia Road.

vi. Deptford Ferry Road.

vii. Arnheim Place.

viii. Cahir Street.

ix. Claude Street.

x. Crews Street.

xi. Chapel House Street.

xii. Mast House Terrace.

xiii. Burrells Wharf.

xiv. Gaverick Mews.

b. Westferry Road:

i. Southwest kerb between Deptford Ferry Road and Britannia Road.

ii. Junction with Arnhem Place no loading restriction 12.1m on the eastern kerbline.

c. Poplar High Street at the junction with:

i. Dingle Gardens.

ii. Dolphin Lane.

iii. Stoneyard Lane.

iv. Simpsons Road.

v. Finches Court.

vi. Cottage Street.

vii. Harrow Lane.

viii. Newby Place.

d. Poplar High Street:

i. Single yellow line opposite Dingle Gardens.

ii. 2 metre single yellow line outside No. 59.

iii. 4 metres single yellow line opposite Stoneyard Lane.

iv. 1 metre single yellow line outside No. 121.

v. All single yellow line outside 1-18 Poplar High Street.

vi. 30 metres single yellow line west of Newby Place on the northern kerb of Poplar High Street.

e. Pennyfields at the junction with: Rosefield Gardens.

f. Pennyfields:

i. Outside Pennyfields estate entrance two opposite southern junction with Rosefield Gardens.

ii. Northern kerbs between No.11 and 13.

iii. Northeast kerbs outside no.17.

iv. Single yellow on either side of pedestrian guard rail outside No.32.

g. Rosefield Gardens at the junction with: Morant Street, Kemps drive and Oriental Street.

h. Rosefield Gardens: the single yellow line at the bend of Rosefield Gardens adjacent to Thornfield House.

i. Morant Street: outside 70-80 Morant Street.

j. East Ferry Road at the junction with:

i. Spindrift Avenue.

ii. Bartlett Mews west kerb: 5.5 metres.

iii. Outside No.180.

k. Stewart Street at the junction with:

i. Folly Wall.

ii. Capstan Square.

l. Stewart Street:

i. All single yellow lines on the east/west section of Stewart Street between Manchester Road and the junction on the north/south section of Stewart Street.

. iv. Single yellow line opposite Capstan Square.

v. On the western kerb outside the entrance to Hedley house.

vi. Single yellow line opposite Ovex Close.

m. Manchester Road at the junction with:

r. Galbraith street: All the single yellow line between Launch Street and Strattondale Street.

s. Strattondale Street: on both corner sides of the entrance between no.44 and no.1 Alastor House.

t. Spindrift Avenue at the junction with:

i. Ironmongers Place.

ii. Barnfield Place.

iii. Barnsdale Avenue.

iv. Telegraph Place.

v. Taeping Street.

vi. Whiteadder Way.

vii. Undine Road.

viii. Access Road to Mudchute Station.

ix. All arms outside No. 3.

u. Seyssel Street at the junction with: Saunders Ness road.

ii. The corner junction with the east kerbside of Stebondale Street.

ccc. Chapel House Street at the junction with:

i. Julian Place.

ii. Macquarie Way.

ddd. Cahir Street: both northwest corners outside no’s 54 and 59.

eee. Claude Street: convert all the single yellow lines into double yellow lines.

fff. Ferry Street:

i. Outside and opposite Livingstone Place and Midland Place.

ii. Outside Poplar and Blackwall Rowing club (No. 58-60) access road.

iii. Outside entrance to Horseshoe Close.

ggg. Cottage Street: east kerbside, approx. 9 metres convert the single yellow line into double yellow line along the flank wall of no.92.

hhh. Sherwood Gardens: (the west and north arm) between the flank wall of no.21 and the corner boundary of no.82.

iii. Arden Cresent: Outside number 2 on the southwest kerbline 3.8m.

jjj. Glenworth Avenue: Southwest arm of the junction with Saunders ness road 3.9m. kkk. Yabsley Street: at the entrance to Nova House, 1.2 metres of single yellow line to be converted to double yellow line.

(b) SCHEDULE 2: Parking Place / no waiting ‘at any time’ amendments on:

a. Stewart Street: By replacing the single yellow lines, introduce the following resident parking bays:

i. Two resident parking bays 11m eastern kerbline at the most northern end of Stewart Street joining onto existing bay.

ii. Two new resident permit spaces 10m on the western kerbline opposite the junction of Ovex Close.

iii. Introduce a new resident parking bay (8.9m) outside Alice Sheperd House, west kerb, north of the junction with Folly Wall

b. Tiller Road: introduce a new resident parking bay (8.8m) on the north kerb of Tiller Road, east of the junction with alpha grove opposite no.36.

3. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 1 above.

4. A copy of each of the proposed Orders and all relevant documents can be obtained by emailing Parking.TMO@towerhamlets.gov.uk until the expiration of a period of 21 days from the date on which this notice is published.

5. Any objections or other representations about the proposed Orders should be sent by email to the above email address in paragraph 4 or in writing to Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ within 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
