MINOR BATCH 2, 2026 REMOVAL AND PROVISION OF PARKING AND WAITING RESTRICTIONS, PROHIBITION OF ALL VEHICLES AND MINOR CORRECTIONS TO EXISTING ORDERS (T2(26))

THE WALTHAM FOREST (PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. X) ORDER 202*

THE WALTHAM FOREST (PRESCRIBED ROUTES) (NO VEHICLES) (VARIOUS ROADS) (NO. 1) TRAFFIC ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the LBWF (’the Council ‘) propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act (RTRA) 1984, as amended.

2. The general effect of Prescribed Routes Order would be to prevent all vehicles including pedal cycles from entering or proceeding in:

(a) Church Path E17 – in the footpath/footway between St Mary Road and Church End

(b) High St E17 – the eastern arm at its junction with Willow Walk and Palmerston Rd including the footways

3. The general effect of other Order would be to introduce pay-by-phone parking bays in:

(a) Wellesley Rd, south-west side, by displacing 15 metres (m) of QB permit parking space opposite Nos. 56 to 60; and

(b) Wellington Rd (Rd), south-west side, by converting the permit parking place outside the flank wall of No. 176 Forest Rd Both operating 8:00 a.m. to 6:30 p.m. Monday to Saturday, with a maximum stay of 3 hours (hrs). No such vehicle which has been taken away shall return during the controlled hours until the expiration of 3 hrs.

*The parking charges for the use of the new Pay by Phone parking places referred to above are as follows,

4. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 propose to make minor corrections to the traffic order map schedules relating to parking and no waiting or loading arrangements already existing on the highway in:

(a) Eve Rd E11, south side outside the flank Wall of No. 180 High Road E11/No. 2 Eve Rd from Pay by Phone to permit parking space for CH permit holders only Mon-Sat 8am to 6.30pm

(b) Palmerston Rd west side removal of syl in Pay by Phone Bay outside Nos. 31 to 35 PLM (redundant road marking)

(c) Kingsley Rd E17, east side outside the rear of No. 849A Forest Rd from Pay by Phone to permit parking space for FR permit holders only Mon-Fri 10am to 4pm

(d) Whipps Cross Rd E11, north east side opposite Nos. 113 -129 provision of a permit parking space for GM permit holders only Mon - Fri 10am to 4pm (

e) High Rd, Leytonstone, west side, Crownfield Rd to the borough boundary a double yellow line

(f) Springfield Rd E4, north-west side outside the rear of Nos. 151 to 155 Station Rd from PbP to pps for NC ph holders only Mon-Fri 10am to 4pm

(g) Theobald Rd E17 –

a. east side – adjacent the flank wall of 363A Lea Bridge Rd convert a Free Short Stay sign to a Loading Bay sign operating Mon-Sat 10am - 4pm max stay 30 mins and no return in 2 hours (correction to signage)

b. west side – adjacent the flank wall of 361 Lea Bridge Rd convert a Loading bay sign to a Free Short Stay bay sign operating Mon-Sat 10am - 4pm 30 min no return 2 hours (correction to signage)

(h) Buxton Rd E4 – both sides, remove signposts for single yellow line waiting restrictions outside No. 38 and Nos. 61 to 67 which are no longer on the carriageway

(i) Cathall Rd E11 – north side, double yellow line between Grove Green Rd and Marchant Rd no changes will be made on street with regards to all the Order amendments proposed in item 4 except item 4(g) and 4(b) as described

5. A copy of each of the proposed Orders mentioned at the beginning of this notice, the Council’s statement of reasons for proposing to make those Orders and plans showing the locations and effect of the Orders can be inspected until the end of a period of 6 weeks from the date on which the Orders are made, the Council decides not to make the Orders, on request by either emailing traffic.scheme@walthamforest.gov.uk, or visiting (*by appointment) the Highways, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

6. Any person desiring to object to the proposals mentioned in items 2 to 4 of this notice or comment on the intention by the Council to enforce the prohibitions set out in item 5 of this notice should send a statement in writing of their objection or comments and the grounds thereof to; Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS, or by emailing: traffic.scheme@walthamforest.gov.uk quoting scheme reference T6(26) – Minor batch 2-26 by the end of a period of 21 days from the date on which this Notice is published. All objections or comments must specify the grounds on which they are made.
