THE REDBRIDGE (PRESCRIBED ROUTES) (EXPERIMENTAL) (NO.3) ORDER 2025

NOTICE IS HEREBY GIVEN that The Council of the London Borough of Redbridge after consulting the Commissioner of Police of the Metropolis, made on 31 December 2025 the above-mentioned Order, in exercise of the powers conferred by Sections 9, 10 and 124 and Parts I to IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended), the effect of which will be to implement experimentally:

Lake House Estate

1. A part-time motor vehicle prohibition operating Monday to Friday between 7am to 10am and 4pm to 7pm, except for access, in: (a) Belgrave Road E11, at the junction with Blake Hall Road preventing motor vehicles from entering Belgrave Road; (b) Richmond Way E11, at the junction with Lake House Road preventing motor vehicles from entering Richmond Way; and (c) Windsor Road E11, at the junction with Lake House Road preventing motor vehicles from entering Windsor Road. Exemptions to prohibition will apply in respect of vehicles used for police, ambulance or fire brigade purposes and in respect of Council vehicles undertaking statutory functions.

2. The Order will come into operation on 12 January 2026 and are due to last for a maximum of 18 months.

3. The Order provide that in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the delegated authority of the London Borough of Redbridge, or some person authorised in that behalf, may if it appears essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Order run, modify or suspend the Order or any provision thereof.

4. The Council will be considering in due course whether the provisions of the Order should be continued in force indefinitely by means of permanent Order made under the relevant sections of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Order for the purpose of such indefinite continuation within a period of six months beginning with the day on which the above mentioned Order came into force or, if the Order is varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent by mail to Transport Strategy, Lynton House, 255 - 259 High Road, Ilford, IG1 1NY or by email to highwaysg@redbridge.gov.uk quoting reference ‘Lake House Estate or Margaret Way whichever is relevant’.

5. Any person wishing to question the validity of the Order or any provisions contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulations Act 1984 or that any of the relevant requirements thereof or of any regulations made thereunder have not been complied with in relation to the Order may, within six weeks of the date on which the Order were made, make application for the purpose to the High Court.

6. A copy of the Order together with the Council’s statement of reasons for making the Order, together with plans showing the location and effect of the Order may be examined at the Customer Centre, Lynton House, 255-259 High Road, Ilford, IG1 1EA between 10am to 4pm Monday to Friday (except on Bank Holidays).

The Council of the London Borough of Redbridge, after consulting the Commissioner of Police of the Metropolis, in exercise of the powers conferred by sections 9, 10 and 124 of and Parts I to IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended), and of all other enabling powers makes the following Order:-

Citation and Commencement

1. This Order shall come into operation on 12 January 2026 and shall be cited as The Redbridge (Prescribed Routes) (Experimental No.3) Order 2025.

Definitions

2. In this order the following expressions have the meanings respectively assigned:

“ambulance” means an NHS ambulance service with the same meaning as in the Traffic Signs Regulations and General Directions 2016.

“enactment” means any enactment whether public, general, or local and includes any order, by-law, rule, regulation, scheme or other instrument having effect by virtue of an enactment.

“motor vehicle” has the same meaning as in section 185(1) of the Road Traffic Act 1988 and section 136(1) of the Road Traffic Regulation Act 1984.

Contravention

3. Save as provided in Article 4 of this Order no person shall cause any motor vehicle on Monday to Friday between 7am to 10am and 4pm to 7pm, except for access, in:

(1) Belgrave Road, at the junction with Blake Hall Road;

(2) Richmond Way, at the junction with Lake House Road and,

(3) Windsor Road, at the junction with Lake House Road

as indicated by the traffic sign of the type shown in 2016 Regulations indicating a prohibition of motor vehicle prohibition.

Exemptions

4. Nothing in Article 3 of this Order shall apply to:

(1) any vehicle being used for police, ambulance or fire brigade purposes when the observance of any prohibition in this Order would be likely to hinder the use of the vehicle for those purposes;

(2) anything done with the permission or at the direction of a police constable in uniform;

(3) anything done with the written permission of the Council, provided that any conditions or requirements imposed are being complied with; or

(4) any person who causes any vehicle to proceed in any road or carriageway in accordance with any restriction or requirement indicated by traffic signs placed pursuant to section 66 or section 67 of the Road Traffic Regulation Act 1984. House Road.

EXPLANATORY NOTE

(This is not part of the Order but used to help explain its purpose)

THE REDBRIDGE (PRESCRIBED ROUTES) (EXPERIMENTAL NO. 3) ORDER 2025

(1) The general effect of this Order is to introduce experimentally part-time prohibition of motor vehicles except for access in (a) Belgrave Road, at the junction with Blake Hall Road; (b) Richmond Way, at the junction with Lake House Road and, (c) Windsor Road, at the junction with Lake

HIGHWAYS ACT 1980 – SECTION 90A - F (INCLUSIVE)

PROVISION OF A RAISED SPEED TABLE IN KNIGHTON CLOSE AT ITS JUNCTION WITH MONKHAMS LANE

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Redbridge proposes, under sections 90A and 90C of the Highways Act 1980 (as amended) and the Highways (Road Humps) Regulations 1999 (as amended) proposes to:

1. Construct the kerb-to-kerb flat-top raised speed table in Knighton Close, at its junction with Monkhams Lane. The raised junction table would be constructed in accordance with Department for Transport regulations.

(Note: A road hump known as a “raised speed table” is an elevated section of carriageway between 75 and 100 millimetres higher than the existing carriageway, and which has a flat top that extends across the full width of the carriageway from kerb to kerb, so that the flat top of the speed table or raised entry treatment and the adjoining footways form a continuous surface.)

2. Maps showing the location of the proposed road hump may be examined along with map-based plans at the Customer Centre, Lynton House, 255-259 High Road, Ilford, IG1 1NY between 10am to 4pm Monday to Friday.

3.
