PROPOSED RAISED ZEBRA CROSSING AND ASSOCIATED PARKING AMENDMENTS – DUKES AVENUE & MUSWELL HILL BROADWAY N10

Notice is hereby given that the Council of the London Borough of Haringey proposes to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended and under Section 23 Road Traffic Regulation Act 1984 and section 90a and 90c of the Highways Act 1980 and the Highways (Road Humps) Regulations 1999 to introduce a Raised Zebra Crossing on Dukes Avenue N10.

The general effect of the Order would be:-

1. To revoke no waiting/no loading at any time restrictions on both sides of Dukes Avenue N10 from the junction with the Muswell Hill Broadway roundabout, northeast for approximately 14 metres.

2. To relocate the existing disabled parking bay outside property No.338 on Dukes Avenue N10 northeast by approximately 3.4 metres and extend it at the northern end to a length of 6.6 metres.

3. To revoke the pay by phone parking bay outside property No.336-338 on Dukes Avenue N10.

4. To relocate the motorcycle parking bay outside property No.310 on Dukes Avenue N10 to the opposite side of the carriageway to outside No.330 (Dukes Pharmacy).

5. To revoke the no stopping except taxis bay outside property No.304-308 on Dukes Avenue N10 (Ladbrokes) – to be relocated as detailed below.

6. To install 11 metres of no stopping except taxis restrictions outside No.188/190 on Muswell Hill Broadway N10 (existing zebra crossing zig-zag markings to be shortened).

7. To extend the no stopping except buses restriction outside No.174/176 Muswell Hill Broadway N10 northeast by approximately 2 metres.

8. To extend the disabled parking bays to a length of 6.6 metres outside No.1a and outside No.5 on Dukes Avenue N10.

9. On Dukes Avenue N10 to install an 11.9 metre Pay by Phone parking bay outside No.1/3 and a 6 metre Pay by Phone parking bay outside No.3 both operating Monday-Saturday 9:30am-5pm with a maximum stay and no return period of 2 hours. These bays would be separated by 6 metres of no waiting at any time restrictions (outside the shared boundary of No.1/3).

10. To make map-based changes on the following roads to ensure the Council’s internal map-based records match the restrictions on the ground (no changes will be made to the restrictions on site):

a) To formalise the operational days of Monday-Saturday for the Pay by Phone bay outside Muswell Hill Baptist Church.

b) To relocate the disabled parking bay outside No.5 Dukes Avenue by approximately 1.7 metres north eastwards.

The above parking changes are required to facilitate the installation of the proposed raised Zebra Crossing and associated zig-zag markings on Dukes Avenue N10, on which vehicles would be prohibited from stopping at all times. These will be placed on the carriageway either side of the crossing: 4.5 metres to the south (both sides) and the northern set at approximately 4.5 metres on the west side 17 metres on the east. The centre of the crossing will be approximately 6.2 metres northeast from the junction with the Muswell Hill Broadway roundabout, with the width between the crossing give way lines at approximately 6 metres.

The crossing will be located within the extent of the existing raised speed table on Dukes Avenue N10. This will be supported by an upgrade to the existing pedestrian refuge island and kerb-build outs at either side of the carriageway: outside No.346 & No.296-300 Muswell Hill Broadway.

A copy of the proposed Orders, a copy of this notice, a copy of the Council’s statement of reasons for making the proposed Orders and plan(s) showing the locations and effects of the Orders can be viewed via the online consultation portal https://consultation.appyway.com/haringey Alternatively, an appointment can be made, by emailing traffic.orders@haringey.gov.uk to inspect these documents during normal office hours at the reception desk of Alexandra House, 10 Station Road, Wood Green, N22 7TR. Appointments to inspect the documents will be available until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders.
