PUBLIC NOTICE FOR PROPOSED PARKING CHANGES

The Council proposes to make changes to the following Orders under the Road Traffic Regulation Act 1984 (as amended): THE TOWER HAMLETS (WAITING, LOADING AND STOPPING RESTRICTIONS) (MAP BASED) ORDER 2019 and THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) ORDER 2019,

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Tower Hamlets proposes to make amendments to the above-mentioned Orders under the relevant sections of the Road Traffic Regulation Act 1984 (as amended) and all other enabling powers, proposes to install electric vehicle charging points under section 16 of the London Local Authorities and Transport for London Act 2013.

2. The general effect of the Orders (PTO 2266) would be:

(a) remove or reduce in length any existing parking space and make changes to any adjacent yellow line waiting restrictions, where it applies at the locations specified in the Schedule to this notice to accommodate the new Electric Vehicle (EV) charging places for fully electric and plug-in hybrid electric vehicles that are being charged with electrical power. These EV parking places will be exempt from parking tariffs, there would be a charge levied for use of the electrical supply, by the provider.

(b) To amend the map-based tiles to the Schedule attached to the above Orders to accurately represent the new parking arrangements as they exist on site. NOTE: although parking in the electric vehicle bays is free of charge there is a cost involved in the use of the adjacent parking places to the electric vehicle charging points.

3. The EV charging places referred to in paragraph 2 above will be available for electric vehicles provided that:-

(a) the vehicle is connected to the charging post via the re-charging lead provided at all times while it is left at the charging point.

(b) electric vehicles will be restricted to a maximum stay of 1 hour at the charging point.

(c) if a vehicle has left a charging point it may not return within 2 hours.

SCHEDULE -

LOCATIONS OF ELECTRIC VEHICLE CHARGING PLACES BY REPLACING 7.5m of the following parking places (5.5m for the EV bay and 2m for the EV Charger) on:

(i) West Ferry Road (opposite Brittania Road) – permit holder space and replace the existing single yellow line with a payment parking space.

(ii) Aberfeldy Street outside no.49 – resident space and extend northwards this resident bay by 7m

(iii) Ackroyd Drive (opposite Leopold Street) – resident space.

(iv) Alfred Street ( east kerb outside the flank wall of no.69 Bow Road) – replace the Car Club bay no.0355 and 2m of permit holder space.

(v) Cable Street (east kerb adjacent to Butcher Row) – two permit holder echelon style parking bays and to introduce double yellow line across the charging bank kerb side

. (vi) Cambridge Heath Road (outside no.86) – shared use space (permit holder and payment parking).

(vii) Chrisp Street (outside no.125 - Ridley House) – permit holder space

(viii) Dunbridge Street (outside the flank wall of no.2 Hereford Street) - shared use space (permit holder and payment parking).

(ix) Durward Street (opposite no.77) – resident space and also on the northside by removing double yellow line and no loading extend eastwards the permit holder parking bay by 19.5m.

(x) Eric Street (outside the Mile End Telephone exchange) – reduce both the motorcycle bay to 5.6m and the Payment parking bay to 10.6m

(xi) Jubilee Street (outside no.1-19 Wingrad House) – permit holder space.

(xii) Lowell Street (immediate south of Salmon Lane) – (aa) west kerbside on single yellow line, and to extend northwards the existing resident parking bay by 10.8m, (bb) east kerbside - to extend northwards by 10m the permit holder parking bay and convert the single yellow line onto double yellow line.

(xiii) Massingham Street (north kerbside near the junction of Globe Road) – shared use space (permit holder and payment parking).

(xiv) Morville Street – southeast of Four Seasons Close - shared use space (permit holder and payment parking)

. (xv) Newby Place opposite All Saint’s Church – replacing the coach parking bay and also (aa) 4.9m at its southern end with a resident parking space, and (bb) 5.4m at its northern end with a resident parking bay.

(xvi) Plumbers Row Westside north of Mulberry Street – replace the existing business bay with 14m of EV parking (dual bank) and 1.7m with double yellow line and no loading at any time.

(xvii) Poplar High Street (outside no.40-50 evens) – shared use space (permit holder and payment parking).

(xviii) Prusom Street (opposite Tasman House) - shared use (permit holder and payment parking).

(xix) Saunders Ness Road – immediate east of Island Gardens Park entrance, in an easterly direction convert the first 3.6m of resident parking bay into a solo motorcycle bay and 7.5m for an EV bay thereafter.

(xx) Stainsby Road – Immediate south of Lindfield Street – replace 7m of permit holder parking space and 0.5m of Double yellow line.

(xxi) Stepney Green (eastern end) – opposite Milrood House – permit holder space.

(xxii) Strahan road – west side north of Antill road – resident space.

(xxiii) White Horse Lane – opposite no.123 / 125 – payment parking space.

4. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 2 above.

5. A copy of each of the proposed Orders and all relevant documents can be obtained by emailing: Parking.TMO@towerhamlets.gov.uk until the expiration of a period of 21 days from the date on which this notice is published.

6. Any objections or other representations about the proposed Orders should be sent by email to the above email address in paragraph 5 or in writing to Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ within 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
