NOTICE OF PROPOSED STOPPING UP OF HIGHWAYS (LAND AT ARGOS CAR PARK, PLAS COCH RETAIL PARK, PLAS COCH ROAD, PLAS COCH, WREXHAM LL11 2BW) ORDER 202-

The Welsh Ministers propose to make an Order under section 247 of the Town and Country Planning Act 1990 (“the 1990 Act”) to authorise the stopping up of the length of highway described in Schedule 1 to this Notice. The Welsh Ministers are satisfied that the stopping up is necessary, and it will be authorised only in order to enable the development to be carried out in accordance with planning permission granted under Part 3 of the 1990 Act by Wrexham County Borough Council on 22 July 2024 with reference number P/2023/0384, and described in Schedule 2 to this Notice.

The Order makes provision for the preservation of rights of statutory undertakers for any apparatus under, in, on, over, along or across the highway. The Stopping Up of Highways (Land at Argos Car Park, Plas Coch Retail Park, Plas Coch Road, Plas Coch, Wrexham LL11 2BW) Order 202- (“the Order”), if made, will cease to have effect if planning permission in respect of the development expires or is revoked.

During 28 days from 21 November 2025 copies of the draft Order and the deposited plan may be inspected free of charge during normal office hours at Wrexham Library, Rhosddu Road, Wrexham LL11 1AU, or may be obtained free of charge from the address below quoting reference qA2272720.

Objections, specifying the grounds on which they are made, must be sent in writing to Orders Branch, Transport, Welsh Government, Cathays Park, Cardiff CF10 3NQ or by email to TransportOrdersBranch@gov.wales by 18 December 2025.

Should you wish to object, support or make representations, the Welsh Government may need to consult with persons and organisations outside the Welsh Government. As part of the consultation process, the information you have provided and your personal data will be passed to the applicant/developer and, if necessary, to the local highway authority to enable them to respond to you. We will, however, only disclose your personal details where it is necessary to do so to address the issues raised. Where objections cannot be resolved and the Order becomes subject to a Public Inquiry (“PI”), all correspondence is copied to the Inspector of the PI and is available in the PI library when it becomes publicly available.

If you do not wish personal data to be forwarded to third parties, you should state why when submitting your correspondence and the Welsh Ministers will copy the representations to the appropriate third parties with the name and address removed and if there is to be a PI, the representations will be seen by the Inspector who may give them less weight as a result. A triangular shaped length of highway on the land at Argos car park, Plas Coch Road, Plas Coch, Wrexham LL11 2BW, with a length of 18.4 metres, a width of 1.6 metres and marked with zebra hatching on the deposited plan.
