1) NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington, on 30 October 2025, made the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, and of all other enabling powers.

2) The general effect of the Orders which will come into effect on 31 October 2025 would be to:

a) on St. John Street:

i) from its junction with Charterhouse Street to a point approximately 10 metres north of its junction with St. John’s Lane: a) remove all existing ‘no waiting or loading’ restriction markings and the shared-use parking bay outside Nos. 16–22 St. John Street, and replace with a Restricted Parking Zone (RPZ: ‘no waiting or loading at any time, except in marked bays’); b) outside No. 39 St. John Street, introduce a ‘no entry except cycles’ restriction for southbound traffic;

ii) at its junction with St. John’s Lane, remove the solo motorcycle bays in the middle of the carriageway, as well as the ‘no waiting’ restrictions around the three central islands, which are being removed;

iii) outside Nos. 34–44 St. John Street, remove 26 metres of pay-by-phone; of this, 6.2 metres would be replaced with dockless e-cycle/e-scooter hire parking, and the remainder with ‘no waiting or loading at any time’ restrictions;

iv) outside Nos. 41–43 St. John Street, replace 8.2 metres of ‘no waiting Mon-Sat at any time, Sun 12am-6am’ restrictions with ‘no waiting or loading at any time’;

v) outside No. 33 St. John Street, relocate the electric vehicle bay 4 metres to the south and shorten by 0.2 metres;

vi) outside Nos. 11–15 St. John Street, remove the resident parking and e-hire cycle bays and introduce an 11.6-metre loading bay;

vii) outside Nos. 22–26 St. John Street, introduce a 13.7-metre long loading bay;

viii) introduce a northbound one-way restriction with a mandatory contraflow cycle lane, from a point 12 metres north of its junction with Cowcross Street, to a point 10 metres north of its junction with St. John’s Lane.

b) on St. John’s Lane:

i) at its junction with St. John Street, both sides, replace 6.8 metres of ‘no waiting at any time’ restrictions with the RPZ described in 2(a)(i)(a);

ii) at its junction with Albion Place, the southwestern side, replace 5 metres of resident parking with a ‘no waiting at any time’ restriction;

c) on Cowcross Street, both sides, replace the ‘no waiting at any time’ restrictions within approximately 3.3 metres of its junction with St. John Street with the RPZ described in 2(a)(i)(a);

d) on Charterhouse Street, east of its junction with St. John Street, on the north-western side replace 6.8 metres of shared-use parking with 10.4 metres of dockless e-cycle/e-scooter hire parking and a ‘no waiting or loading at any time’ restriction.

3) A copy of the made Orders and other documents giving more detailed particulars of the Orders are available for inspection. 4) Any person who wishes to question the validity of the Orders, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders, may apply to the High Court within six weeks from the date on which the Orders are made.
